Description
ENUTS1 identifies the Nomenclature of Territorial Units for Statistics (NUTS) within Europe in which the household was enumerated. NUTS1 is the first level territorial units within countries. NUTS is a standard administrative division of the European Union, and was developed by the EU. The European Free Trade Association extends the NUTS system to several additional countries outside of the EU, and they are also incorporated into this variable.
ENUTS1 corresponds to the 2010 version of NUTS1 released by Eurostat. IPUMS has added ENUTS1_2013 for the more recent samples. ENUTS1_2013 is an amendment to the annexes to the ENUTS1 classification.
The last 2-digits of the ENUTS1 variable provide the NUTS1 code. The labels include the standard code for the NUTS1 system and the name of the NUTS1 region, separated by a slash.
Smaller sub-national units are available for most countries in ENUTS2 and ENUTS3. All EU samples except Finland, Hungary, and The Netherlands provide the necessary geographic detail and are included in ENUTS1.
To address issues of changing geography and ENUTS codes, IPUMS has created ENUTS1_2013 as an extension to the ENUTS1 variable. All newer samples post 2010 are available in ENUTS1_2013. Listed below are ENUTS1_2013 and ENUTS1 availability.

Comparability — France [top]
The 2006 and 2011 samples include overseas regions (Guadeloupe, Martinique, Guyane, and Réunion), which are not available in earlier French samples.
Comparability — Germany [top]
The 1970 and 1987 samples are from the West German censuses, while the 1971 and 1981 samples are from the East German censuses. Cases coded to Berlin are from East or West Berlin, depending on the sample.
A number of cases in 1981 have unknown geography within Germany.
Comparability — Poland [top]
ENUTS1 is only available for the 2002 and 2011 Poland samples. In 1998, Poland's previous 49 voivodships were organized into 16 voivodships with drastically different geography. To be concurrent with current NUTS geography, only the 2002 and 2011 Poland samples were included.
Comparability — Romania [top]
The 1977 sample has been harmonized using the integrated geographic variable provided by the Romanian statistical office, which enables the comparability of the 1977 and 2002 samples. However, the counties of Alba and Arad are not included in the 1977 sample. The absence of these counties involves RO1 / Macroregiunea Unu and RO4 / Macroregiunea Patru, respectively.

Comparability — United Kingdom [top]
Two NUTS1 regions were combined in United Kingdom 1991 for integration reasons:
- UKC / North East (England) + UKD / North West (England) includes the 1991 regions of North and North West.
- UKH / East of England (England) + UKJ / South East (England) includes the 1991 regions of East Anglia and Rest of South East.
