Comparability — General

Mesoregions are combinations of municipalities -- the second administrative level for Brazil, beneath states. They are stable geographically over time, with minor exceptions, and divide the entire country into relatively coherent geographic units under the level of states. There have been many changes in the boundaries and existence of municipalities over time.
