1. Columns P1 to P14: The whole population
These columns are to be filled in for all the members of the household: residents and visitors.
Ask the head of the household or the person who answers your questions to give you the names of all present and absent residents (for less than six months) of the household. Classify them under column P2 in the following order:
- Head of household,
- Unmarried children of the head of the household whose mother does not live in the household
- Spouse of the head of the household followed by his or her unmarried children beginning with the oldest.

Where the head of the household is a polygamist, each of his wives must be followed by her unmarried children beginning with the oldest, if they are members of the household.
- Married children of the head of the household or of his wife (wives) followed by their spouses.
- Relatives of the head of me household or of his spouse(s): ascendants (father, mother, grandparents), descendants (grandchildren, great grandchildren) whose parents are not members of the household; collaterals (brothers, sisters, uncles, aunts, nephews, cousins)

6.14.1. Concept and definition
"Has lived in other province"
This is defined for those who have lived in another province aside from their current province.

"Last province before the current province"
This is defined as the prior province lived in for those who have lived in another province before the current one.

6.14.2. Procedure
To fill in the question of "Lived in another province" ask the question:
"Have you lived in other places before?"

If the answer is "Yes" then ask again:
"Where have you lived?"
Match this answer with a province.

If the current resident is still in the same province as the last province, then ask the question as follows:
"Where was your last place of residence?"
If the answer is still the same place in the same province, then the enumerator should ask about places and urban areas in other provinces, aside from the current province. Therefore, the enumerator should find out whether the enumerated person had lived in another province or not. Moreover, the enumerator should find out the last province the person had lived in.

If a person has lived in another province aside from the current province, cross in the "Yes" box for Question 13, then fill the province code for Question 14 by putting a dash (-) in the appropriate numbered box.

IV Migration

In this section the changes of habitual residence of the population from one entity to another or to a country other than Mexico are registered.

Migration is understood to be a change in habitual residence from one entity to another or from one municipality (delegation) to another (internal migration); also from one country to another (international migration).

This section contains two focuses described below:

To investigate the state and international migration (number of people who came to or left Mexico), based on the previous place of residence (questions 4.1 to 4.5).

To know the place of residence on a set date (November 1990) and therefore the migration at the municipal and state level as well as international immigration (questions 4.6 to 4.7).


4.3 Place of previous residence

With this question the entity of previous residence of the population is identified, in the case of interior migration in the country.

In the case of people who declare a country different than Mexico as place of previous residence, the country of origin should be known.

Data on previous residence are vital for projects concerning housing and industrial development. Estimates of migration are needed for preparing population projections necessary for planning and policy purposes. Distribution of internal migration at certain geographic level will be better judged as to its implications to social changes given a detailed analysis of the volume and trend of internal migration.

The questions on previous residence pertain to the place where a person has lived before his present residence and when he moved to his present residence.

Ask the question in P15, "In what city/municipality did _____ live before moving to this place?" for all persons 5 years old and over. Enter code 8 in P15 if the person's previous residence is the same as his present residence. However, if his previous residence is in another city/municipality, write the name of the city/municipality and province on the space provided.

For those whose previous residence is in a foreign country, enter code 7 in the code box provided in P15.

P10: Place of previous residence

This means the district where the person has lived before coming to settle in the place where he/she is enumerated. If he/she was living abroad, write down the name of the country where he/she was living. This place is where this person has lived for more than six months, without leaving it.

One will write (the name of) the district in the space below the appropriate boxes. If the person does not know the name of the district, one will ask him/her about the names of the former Commune, and with the help of the index notebook holding the names of the new districts, located in the special document, one will determine the name of the district of birth.

Example:
A person living in Nyarugenge, and who says to have always lived there since his/her birth, and to have never moved away for more than six months, one will write "99" in column P09, and one will go directly to P11. One will not write anything in P10.

A person living in the Kamonyi (Gitarama) District, who says was born in the town of Kibuye (Kibuye), and has lived for eight months in the Mutura (Gisenyi), then seven months in the town of Butare (Butare), then three months in Nyarugenge (Kigali), before coming to live in the Kamonyi District where he/she has spent already a year:
- One will write in P10, in the appropriate box, the town of "Butare".
- If the person had spent (at least) 6 months in Nyarugenge before coming to Kamonyi, the place of previous residence would have been "Nyarugenge".

Remark:
It is necessary to know that nowadays the District includes what was before called a "Commune" (one or more), together with what was called before a "Sector" (now called Umurenge).

This situation may make the (poorly informed) census enumerator think that the enumerated person has migrated, whereas he/she did not (or did not meet the criteria for migration).

For these reasons, the census enumerator must start by asking the former names of the Communes and Sectors to the given person, before the changing of names (before the administrative reform). He/she must ask the proper questions in order to determine whether the sectors mentioned by the enumerated person do correspond with where he/she currently resides.

All of this is not difficult, but requires a lot of clear sightedness from the census enumerator, who must have an in-depth knowledge of the District where he/she must enumerate.

In the case of an enumerated person who is in a place of enumeration on vacation, in boarding school, visiting relatives, or is in the place for another reason for fewer than six months but without settling down in the place, write down with a sign ("X") in the box corresponding to the words "in transit".

202. In the case of a person who has returned to the place of enumeration, after having resided in other places, and that the absence has been more than six months, write down the year when they last arrived at the place. If the absence was for fewer than six months, even if it had been to go to settle down in another place, or if it was for vacation, attending boarding school, etc., such absence should not be considered, and a sign ("X") will be written down in the box corresponding to "Always".

203. It is important that, when registering the pertinent information of this title, the enumerator verify the following:
a) That an informant does not confuse the year of migration to the place of enumeration with the year of birth;

b) That the year of migration written down for the head of household is not necessarily declared for the whole family.

c) That a person that answers "Always" has not declared a locality of birth different than the locality of enumeration.

d) That if a person is a foreigner, nationalized or not, the year of establishment in the country should always be written down.

204. On the other hand, it is possible:

a) That within the same department of birth a person has emigrated from one locality to another locality -- write down the year of the migration to the second locality.

b) That elderly persons who have been residents of many years in one locality, migrated to it when they were young and do not remember completely the place from where they came. It can be the case that the year of their migration coincides with the year of birth. The year of migration should be written down as exactly as possible.


205. The year of migration is always written down in title 8 -- it should be continued in the complementary information in the following title 9. If the information of title 8 is registered in boxes corresponding to "Always" or "In transit", the investigation of migration should be finished, passing directly to the titles about "Educational characteristics". In this last case, draw a diagonal line in the space reserved for the registration of information in title 9.
