Question 16. Have you continuously been living in this urban settlement or rural area of this district since birth?

"Yes" should be marked for persons who have continuously been living in a given urban settlement or rural area of a given administrative district since birth.

Continuity is not affected by:
- move from one rural area to another within the same administrative district;
- move from a given urban settlement or rural area of a given administrative district for active duty service commitment or abroad for official business trip;
- all moves from a given urban settlement or rural area of a given administrative district, which are not related to relocation.

Continuity of residence does not depend on registration and the nature thereof (whether permanent or temporary) and is not affected by the change of address within the same urban settlement or rural area of the same administrative district.

"No" is to be marked for persons who have been living in the urban settlement not since birth, those inclusive who were born here, but moved for permanent residence to other urban settlements or rural areas.

"No" is also to be marked for persons who have been living in the rural area of a given administrative district not since birth, those inclusive who were born here, but moved for permanent residence to other urban settlements or rural areas of other administrative districts.

For person answering to this question in negative the answers to the following questions are to be completed:

a) the year since which you have permanently been living here

The year should be indicated since which a person questioned has continuously been living in a given urban settlement or rural area of a given administrative district. For persons (both born here and those living here not since birth) who moved from this urban settlement or rural area of a given administrative district for permanent residence to other places, the year since which they have permanently been living here after return, is to be indicated.

b) previous place of residence

For persons coming from the territories of the Republic of Belarus the name of the region or the city of Minsk is to be indicated. For those coming from foreign countries the name of the country where they have come from should be specified.

c) what settlement have you come from?

The code is to be marked, which corresponds to one of the responses listed.

If a person questioned has come from a city or urban type settlement (or industrial community), "urban" is to be marked, if from a rural locality -- "rural" should be labeled. In this case, the administrative-territorial changes taking place after the move of the person from his/her previous place of permanent residence are not to be taken into account. For instance, if the rural locality where the person lived before his/her move to the given settlement was later converted to urban one or included within the city limits, the label "rural" is still to be used.

33.4. in question 6 "Have you been residing in this urban settlement or rural area district permanently from birth?" the box "Yes" is to be checked for respondents who have been residing in this urban settlement or rural area district permanently from birth. It should be noted that the continuity of residence in a particular locality does not depend on the registration available and on its character (permanent or temporary).

The continuity of residence is not affected by:
- move from one rural area to another within the same administrative district;
- move within the same city;
- all departures from this locality not connected with the change of permanent residence (business trips, leisure trips, visits to relatives, friends, etc., as well as for other reasons) for the period under one year.
The box "No" is to be checked for persons who:
- have lived in the urban settlement not from birth, including those who was born in this locality, but moved for permanent residence (for the period of one year and longer) to another urban settlement or rural area;

- have lived in the rural area of this administrative district not from birth, including those who was born in this rural area district, but moved for permanent residence (for the period of one year and longer) to an urban settlement or rural area of another administrative district.
Respondents with the answer "No" checked in question 6 are to be asked questions 6.1. and 6.2.

In question 6.1, "Indicate the period of your arrival in this locality", for persons who arrived in this locality for permanent residence, an appropriate answer should be completed, and for those who arrived at 2005 and later, additionally the month and year of arrival should be specified.

When choosing the answer to question 6.2. "Indicate the place of your previous residence", it should be noted that administrative and territorial changes that took place after the departure from the previous place of permanent residence are not to be taken into account. For example, if the respondent had previously lived in the rural area, which later was transformed into an urban settlement or included in the city limits, the answer "rural area" is to be marked and the name of the administrative district to be entered;
33.5. In question 7 "Have you permanently lived for more than one year in any other country from 2005 to October 13 of the current year?":
For persons who have permanently lived outside the Republic of Belarus for more than one year in the period from 2005 to October 13, 2009, the answer "Yes" is to be completed; and additionally the enumerator should enter: in question 7.1. -- the country of previous residence, in question 7.2. -- the date of arrival in the Republic of Belarus, and in question 7.3. -- one (main) reason of arrival. For children and other family members of the person who arrived in the Republic of Belarus for work or training, the answer "family circumstances" is to be completed;

The answer "No" should be entered for respondents who did not leave the Republic of Belarus for more than one year. "No" is also checked for respondents working in this period in diplomatic or other missions and consular offices of the Republic of Belarus abroad and for members of their families staying with them;

c) Filling in pages 2 and 3

1. Columns P1 to P14: The whole population
These columns are to be filled in for all the members of the household: residents and visitors.
Ask the head of the household or the person who answers your questions to give you the names of all present and absent residents (for less than six months) of the household. Classify them under column P2 in the following order:
- Head of household,
- Unmarried children of the head of the household whose mother does not live in the household
- Spouse of the head of the household followed by his or her unmarried children beginning with the oldest.

Where the head of the household is a polygamist, each of his wives must be followed by her unmarried children beginning with the oldest, if they are members of the household.
- Married children of the head of the household or of his wife (wives) followed by their spouses.
- Relatives of the head of me household or of his spouse(s): ascendants (father, mother, grandparents), descendants (grandchildren, great grandchildren) whose parents are not members of the household; collaterals (brothers, sisters, uncles, aunts, nephews, cousins)
- Persons not related to the head of the household or to his spouse(s): friends, lodgers, house servants, employees who are members of the household

All these persons who are related or not to the head of the household will be followed if necessary by their spouse (s) and children if the latter are members of the household
If after such classification, the head of the household realizes that he has forgotten a resident member of the household, write down his name after the other resident members.
Once all the residents of the household have been listed, ask if there are visitors in the household. If so, also classify them as in the previous case.
After this inventory of the members, first fill in columns P1 to P5 for all the members and, as from column P6 fill in, line by line, the individual questions for each of them.

Column P11: Place of previous residence
This question concerns all the members of the household, residents and visitors.
The place of previous residence is the subdivision or district in which the counted person had lived (for at least 6 months) before coming to establish in the place of residence during the census, if it is in Cameroon. However, if it is abroad, write the name of the country.
Fill in this column as follows: first of all, ask if the person has lived for more than 6 months in any subdivision or district other than the one in which-he is residing at the time of the census.
If he answers no write 'the person has never lived in any other subdivision or district'
If he answers yes, there will then be two possibilities.
a) Former residence is in Cameroon: write the name of the subdivision or district of the former residence if it is given.
If he does not know the subdivision nor district, write the name of the locality followed by the division, in brackets, in which the locality of the former residence is found.
b) Former residence is out of Cameroon: write in letters the name of the country in which the former residence is found.
Examples:

1) A resident in a household in Yaounde tells you that he was born in Yaounde and has never lived for more than six months out of Yaounde. For him, write no in column P11.
2) A resident in a household in Yaouride tells you that he has been in Yaounde for one year; he lived in Mbalmayo for 8 months before establishing in Yaounde. For him, you should write Mbalmayo in column P11
3) A visitor in a household in Yaounde tells you that he has been in Yaounde for one week, has lived in Mbalmayo for one year and lived in Sangmelima for 8 months before going to Mbalmayo. For him, you should write Sangmelima in column P11

If the homeless shelter has more than ten persons, use an additional form.

Section VII is designed to allow you to record the complete information about one person. Write the person's order number in the grid space according to the list in section V. Spell out completely the first names and complete surnames of each person.

10. Previous permanent residence
The place of previous permanent residence is the municipality and department in which the person resided immediately prior to moving to the municipality in which he/she is living at the time of the census.

This question is for people who specified a number of years in the previous question set. Ask, "In what municipality and department, or country, were you living before moving to this municipality?"

[p. 52]

If the person was residing in a municipality other than that of his permanent residence, write the name of the municipality and department in the appropriate spaces.

If the person was living abroad write the name of the country in the appropriate space.

Leave the grid spaces on the right side of the box blank; they are for office use only.

Comparing a person's place of birth (question 6) and his or her current place of usual residence (question 7) gives an indication of the extent of longer term migration.

[Examples omitted.]

Location (question 7) is a key characteristic that is used with other data to build an accurate picture of our population. It is the basis for the annual population estimates and for population projections. It is also used to determine changes to electoral boundaries.

By comparing a person's usual residence one year before the Census (question 8) and their residence at Census time (question 7), we get an indication of the extent to which people change residence. The responses also provide data on the extent of internal migration within Ireland.

Question 9. Has the person permanently been living in this settlement since birth?

Question 9 is neither asked of those temporary residents nor completed.

Code 1 "Yes" is to be encircled for persons that have continuously been living in this settlement since birth, in which case the continuity of residence is not considered broken by:
move from one rural settlement to another within the same administrative district or move from one district of the city of Bishkek to another one;
departure from this settlement for compulsory military service or business trip;
all departures from this settlement not connected with the change of permanent place of residence.

Continuity of residence does not depend on the registration or its character (permanent or temporary) and is not considered broken by changing the address within the same administrative district.

If the answer is "Yes", the enumerator is to go to question 10.

Code 2 "No" is to be circled for persons living in this settlement not since birth, those inclusive who were born here, but moved from this settlement for permanent residence to other administrative district.

For persons who changed their place of residence the following data are to be completed in special boxes:
a)since which year have you been permanently live here, i.e. in this settlement? For persons (both born here and those living here not since birth) who moved from this settlement for permanent residence to other places, the year since which they have permanently been living here after return, is to be indicated;
b) previous place of residence: the name of city or district in the Kyrgyz Republic or the name of the country of near or far abroad is to be entered, e.g., the city of Naryn, the city of Osh, Solokukski district, Russia, Ukraine, etc.
c) what settlement have you come from?
If a person questioned has come from a city or urban type settlement, code 3 "urban" is to be marked; if from a rural locality, code 4 "rural" should be labeled. In this case, the administrative-territorial changes taking place after the move of the person from his/her previous place of permanent residence are not to be taken into account.
d) are you a refugee or a forced migrant?
This question is to be only asked of persons who changed their place of residence in the period from 1989 to March 1999.

Code 5 "Yes" is to be marked for persons who as a result of exacerbation of interethnic relations or armed conflicts in the territory of their residence were forced to change their permanent place of residence because violence was committed to them or members of their families or there was a jeopardy for them to be persecuted because of national identity, confession, language, and also because of social identity or political opinions.

Code 6 "No" is to be used for persons who changed the place of their permanent residence for any other reason, e.g., because of arrival for training or new place of employment, for family or other similar reasons.

Change of Place of Residence

Columns 12 and 13 should only be written in when the enumerated is not a native of the place where the enumeration is being done.

Column 12. If the enumerated is not a native of the federal entity in which they are being enumerated, the enumerator will ask them how many years they have lived in this place, and that number should be written in Column 12.

Column 13. When the enumerated is not a native of the entity in which they are enumerated, the name of the entity in which they lived immediately before living in the place of enumeration should be written in column 13. If the enumerated lived in a foreign country, the name of the foreign country should be written in column 13. In a case where the enumerated lived outside the country for a period of less than 6 months, the name of the foreign country where they lived will not be written, rather the name of the entity of the Republic [P. 19] in which they lived before their temporary stay outside of the country will be written, as long as it is not the entity in which thy are currently living. Example: In filling in columns 12 and 13: The enumeration is being done in the state of Oaxaca, the enumerated in a native of the state of Nuevo Leon and has been living in Oaxaca for 10 years. This regards finding out the amount of time that the person has been living in the federal entity (be it state, territory, or federal district), not in the municipality, delegation, city, town or villa, etc., in which the interview is being carried out.

For those people who have lived their whole lives in this federal entity, the circle in front of "always" should be marked.

For people who have lived less than one year in that federal entity or state, the circle in front of "less than one year" should be marked.

For people who have lived in this federal entity for one year or more, write, in the corresponding space, the number of years that they have lived in the federal entity.

The people who have "not" always lived in that state should be asked: "in which state of the republic or foreign country did you live before?" clearly write the name of this state or foreign country.

Some people could have changed from entity or country of residence more than one time; in that case, write the name of the most recent entity or country in which they lived before.

If a person, at some period in their lives, went to live in some other state or country (not including vacations or trips), and returned to this state, the amount of time that has passed since they returned to live in the state should be considered the time of residence; the name of the state or of the foreign country where they lived immediately before should be written.

Question: Eight.

How long have you been living at usual residence? Circle code-1, during the census time if the person has lived in that place since her or his birth time. However, if the person was born in the place where he or she lives at present but moved to another place in a previous time for more than a six months period and then they came back, the enumerator should not circle code "since birth". The code "since birth" should be circled only for those people who have been living in that place uninterrupted since birth time. If the person moved in, code--2 will be circled. If the person was born in the place that he or she lived but moved to another place in a previous time more than a six months period and came back, this will be defined as "moved in".

Also people who are responding on behalf of others living abroad should give the permanent address of those people where they lived in Mongolia prior.

[p. 21]

People like those with citizenship in Mongolia but born abroad and with foreign citizenship living in Mongolia for a long time should be enumerated as "moved in". Skip Questions 9-10 and ask Q--11 of those people who answered that they were living in the present place since birth time.

We will not consider how many times a person has moved and how many different places the person lived prior to the census of those people who responded "moved in". Only the place the person lived just before the census will be noted in the space behind category aimag, capital city/country/. See the appropriate code from annex-1 for those people who answered moved in and see codes from annex-5 for those with Mongolian citizenship who came from abroad and those with foreign citizenship living in Mongolia during the census time.

The year the person moved in the present place will be recorded as the year the person moved in.

23 One year ago, that is on 31 March 2001, you lived

For most persons the data are collected from the pre-census database. The question will be answered mostly by persons who during the last year moved to Slovenia from abroad, i.e. were not living in Slovenia one year ago.

At the address entered under question 2 is marked by the enumerator for persons who did not move during the last year.

In the same locality but at a different address is marked by the enumerator for persons who during the last year changed their residence within the settlement in which they are enumerated.

In another locality in Slovenia is marked by the enumerator for persons who during the last year moved to the census settlement from another settlement in Slovenia. In this case the enumerator enters the entire name of the settlement in which the person lived on 31 March 2001 and the name of the municipality to which the settlement belongs.

In a foreign country is marked by the enumerator for persons who a year ago did not live in Slovenia but in a foreign country. In this case the enumerator enters the name of the country.

Question 18 - Do you continuously live in this settlement since birth?

A mark that corresponds to the one of the mentioned variant of response is written down.

Yes is marked to those who have always lived in the settlement since birth. This does not depend on residence permit and its type (permanent or temporary) and is not broken by address changing within the one settlement or rural area of the one administrative region. It is also not broken by departure from the settlement to go military service and abroad on a business trip; all departures from the settlement for the period not more than 12 months.

No is marked to persons who live in the urban settlement not since birth including those who was born here but left for permanent residence (for the period 12 months and more) to another urban settlement or rural area.

[p.34]

No is marked to persons who live in the rural area of the administrative region not since birth including those who was born here but left for permanent residence (for the period 12 months and more) to another urban settlement or rural area of another administrative region.

For persons who answered no you should fill in the following questions:

a. if no, please indicate the year from which you continuously live.

You should indicate a year from which a respondent continuously resides in this city or rural settlement of the administrative area. To persons (both born in this settlement and those who live in it since birth) who went from this settlement to another place of residence for a period of 12 months or more you should indicate the year when they returned to this settlement for the last time.

Also you should make a mark if the time of moving is within the period from the 5th of December 2000 to the 5 of December 2001.

b. place of previous residence (specify).

To those whose place of previous residence was in Ukraine, one of the names is indicated: the Autonomous Republic of Crimea, Vinnytska, Volynska, Dnipropetrovska, Donetska, Zhytomyrska, Zakarpatska, Zaporizka, Ivano-Frankivska, Kyivska, Kirovohradska, Luhanska, Lvivska, Mykolaivska, Odeska, Poltavska, Rivnenska, Sumska, Ternopilska, Kharkivska, Khersonska, Cherkaska, Chernivetska oblasts, Kyiv and Sevastopol cities. For those who came from another country you should write down its name.

c. type of settlement a person arrived from.

A mark that corresponds to the one of the mentioned variant of response is written down.
If a respondent came from a city or urban-type locality in this settlement, then you should mark urban; if from a rural settlement - rural. You should not take into consideration administrative and territorial changes that took place after responder's departure from his/her previous place of residence. For example, if the rural settlement, where a respondent lived before moving in a city, was converted to urban settlement or included into the territory of a city, you should mark rural in point b.

d. Are you ____

You should make a mark for people who are refugees or deportees.
Refugees are foreigners (or stateless persons) arrived in Ukraine who had to leave the territory of the country of their citizenship (or territory of the country of their permanent residence) due to well-founded fear of being persecuted for reasons of race, nationality, religion, membership of a particular social group or political opinion and cannot or do not wish to be under protection of that country because of mentioned concerns.

Furthermore, a decision on provision of refugee status to those people was made according to the procedure and under the conditions stipulated by the legislation of Ukraine.
[p.35]
Deportees are people arrived in Ukraine (and their family members - wife / husband / children, grandchildren) who were forcibly evicted beyond the current territory of Ukraine from their homes and in respect of them the repressive policy with confiscation of property, setting regime of special settlements, restriction of political, civil, social, economic and cultural rights was carried out and who are returned to their homeland.

Title 8: Year of migration
195. Write down the year in which a person came to live or reside in the place where enumerated.

196. Place of enumeration is understood to be the populated nucleus or locality such as: city, villa, village, colony, settlement, farm, etc., of any quantity of population, where the enumerated dwelling is found.

197. Living or residing in a place of enumeration is understood to be the establishment for reasons of work, business, family life, or any other socio-economic reason for a period of six months or more or for a shorter period if the person arrived in order to settle down in the place.

198. A person should not be considered as residing in the place of enumeration if the aforementioned residence is used for vacations, visiting relatives, traveling for study, or for any other similar cause for fewer than six months.

199. If a person changed their dwelling from one neighborhood to another, within the same city, town or village, or as is the case of the city of Montevideo from one police or judicial section to another, it should not be considered a change of residence for the purpose of this investigation.

200. In accordance with these definitions, if a person always lived in the place of enumeration, write down with a sign ("X") in the box corresponding to the word "Always". To the contrary, write down if the residence was established in the place of enumeration. If a person does not remember exactly the year that residence was established in the place of enumeration, write down the year that seems most probable to the person.

201. In the case of an enumerated person who is in a place of enumeration on vacation, in boarding school, visiting relatives, or is in the place for another reason for fewer than six months but without settling down in the place, write down with a sign ("X") in the box corresponding to the words "in transit".

202. In the case of a person who has returned to the place of enumeration, after having resided in other places, and that the absence has been more than six months, write down the year when they last arrived at the place. If the absence was for fewer than six months, even if it had been to go to settle down in another place, or if it was for vacation, attending boarding school, etc., such absence should not be considered, and a sign ("X") will be written down in the box corresponding to "Always".

203. It is important that, when registering the pertinent information of this title, the enumerator verify the following:
a) That an informant does not confuse the year of migration to the place of enumeration with the year of birth;

b) That the year of migration written down for the head of household is not necessarily declared for the whole family.

c) That a person that answers "Always" has not declared a locality of birth different than the locality of enumeration.

d) That if a person is a foreigner, nationalized or not, the year of establishment in the country should always be written down.

[p. 33]

204. On the other hand, it is possible:

a) That within the same department of birth a person has emigrated from one locality to another locality -- write down the year of the migration to the second locality.

b) That elderly persons who have been residents of many years in one locality, migrated to it when they were young and do not remember completely the place from where they came. It can be the case that the year of their migration coincides with the year of birth. The year of migration should be written down as exactly as possible.

205. The year of migration is always written down in title 8 -- it should be continued in the complementary information in the following title 9. If the information of title 8 is registered in boxes corresponding to "Always" or "In transit", the investigation of migration should be finished, passing directly to the titles about "Educational characteristics". In this last case, draw a diagonal line in the space reserved for the registration of information in title 9.

Title 9: Origin of migration
206. Write down the name of the department and locality (city, village villa, settlement, farm, etc.) from where a person who declared the year (title 8) in which the place of enumeration was established, came from.

207. If a person came from abroad simply write down the name of the country of origin. If a person, nationalized or foreigner, does not know the name of the place of origin, write down "Does not know".

  • Select the name of the locality from the list that the system displays.
  • If the name of the locality is not on the list, consult the informant as to whether the place was in a rural area. If it is so, mark the option "rural."
  • If the informant responds that it was an urban area, ask him/him if that locality is known by another name and search for the said name in the list.
  • If the locality is known by another name or the name is not on the list, select the option "other." This option will only be used in very exceptional cases.
  • In another department: If the person went to live in another locality or area of a department different than that in which he/she is being interviewed.
