When taking the respondent's declaration, the enumerator will consult the list of codes found on the left-hand side of the questionnaire; for native-born Brazilians, the enumerator will record the digits corresponding to the State declared, and for naturalized Brazilians and foreigners the code of one of the foreign countries specified on the list. The enumerator will write the name of the country in full only when no corresponding code is listed.
Code 28 (Serra dos Aimorés) should be recorded for persons born in this area in litigation between the states of Minas Gerais and Espírito Santo.
When the declaration is the Federal District, the enumerator will ask the respondent if he or she is referring to the present Federal District (Brasilia) or to the former Federal District (the present State of Guanabara) and will enter the respective code.

This information is used to compare the situation of immigrants over time, to evaluate immigration and employment policies and programs, and to plan education, health, and other services.

Questions 13 to 16 are used to provide a profile of the linguistic diversity of Canada's population. This information is used to estimate the need for services in English and French, and to better understand the current status and the evolution of Canada's various language groups.

Question 17 provides information about ethnic and cultural diversity in Canada. This information is used by associations, agencies and researchers for activities such as health promotion, communications and marketing.

A person is considered to be a habitual resident of a commune or country when the person has been residing in it at least 6 months in the last year or intends to remain for at least 6 months.

Important: There are communes that are in different parts of the country and have a similar name. For example: San Pedro de Atacama (Antofagasta region), San Pedro de Melipilla (Metropolitan region), San Pedro de la Paz (Biobío region). For this reason, it is very important that you record the exact and complete name (without abbreviations) of the commune or country in the box that appears below the category.
Do not confuse region and province with commune. For example, if the response is "Santiago," remember to ask if it refers to the commune or to the city.

Question 4: Place of Birth

With this question, the place of birth of each person is to be determined, understanding that it as where their mother resided when the person was born. Do not confuse the place of birth with the hospital or place where the birth occurred.

The possible situations are:

In this same canton: if at the moment the reference person was born, their mother resided in this same canton where this person currently resides.

In another canton: in whose case you should write down the canton or province of the usual residence of the mother at the moment of birth of the person. If the person does not know exactly, write down any reference, like neighborhood or district, that permits determining later the correct canton.

In another country: Write down the country of birth when the person was born abroad. Additionally the year of arrival to the country is requested. You should not forget question 4a. It refers to the respective person and not to their mother.

The "place or country of birth" is determined in relation to the place of habitual residency of the mother of the interviewed person when this person was born. The place of birth should not be confused with the hospital or place where the birth occurred.

The possible situations are:

In another canton: consider this option if at the moment of birth of the person, the mother resided in another canton, distinct from that where the person currently resides.

If this is the situation mark option 2 and proceed to ask for the name of the canton and of the providence of residence of the mother at the moment of birth of the person and note the answer that corresponds.

If the informant does not exactly know, note any reference such as a neighborhood or district that allows you to determine later on the correct location. Once the information is obtained continue to question 7.

In another country: this option must be considered when the person was born in another country; in which case ask for the name of the country and mark it if it appears on the list. If it is not found in the list, continue by noting it in the blank spaces.

This question intends to find out the place (settlement) or country where the interviewee resided at birth; therefore, the question focuses on the mother's residence at that moment, given that they could have been born in a different municipality or country than the one in which the mother permanently resided.
The question must be asked as follows: Where did your mother reside when you were born? Here or in another place or country?
If they answer "in this place or settlement," it means that it is the same one where the interview is being conducted so box 1 is checked and you will move on to question 8A).
If, on the contrary, they reply that they were born "in another place, settlement or country", box 3, then subsection B of question 7 itself is asked, asking them in which place or settlement, municipality, province or country they were born in, recording the name on the blanks provided.
In the event that the settlement, municipality and province are in Cuba, the name of the country will not be noted. This will only be used for those born abroad, where only the name of the country will be noted.
If the person replies that they do not know where their mother resided when they were born, check box 9 "Does not know" and move on to question 8A.
It should be borne in mind that the requested information refers to the current Administrative Political Division, i.e. Artemis and Mayabeque in place of Havana, Santiago de Cuba and Las Tunas and not Provincia de Oriente. This is also true for Country, so USSR should not be recorded. but rather Russia, Belarus, Lithuania, etc.
The boxes for codes that are located next to Place or Settlement, Municipality, Province and Country should be left blank, as they will be filled in by the Provincial Census Department.

For the purpose of the census, the place where a person was born is the place where the mother of that person lived when she gave birth, even if the person was born in a hospital, clinic or house outside of the mother's house during that time.

Background country
During 2012, Statistics Finland has adopted a new origin classification. A similar classification is already used in the other Nordic countries. The origin and background country are determined based on the country of birth data of the person's parents. Using the origin classification it is easy to distinguish between persons born abroad and born in Finland with a foreign background.
Data on persons that died before 1964 have not been entered into the Population Information System of the Population Register Centre. There are nearly 900,000 persons among the Finnish population who have been born in Finland and both parent's country of birth is unknown because the parents of these persons have died before the Population Information System was established. People born in Finland before 1970, whose parents' background is not known, have been concluded to be persons with Finnish background if their native language is a national language (Finnish, Swedish, Sami). All such persons who have at least one parent who was born in Finland are also considered to be persons with Finnish background. The background country for all persons with Finnish background is Finland.
Persons whose both parents or the only known parent have been born abroad are considered to be persons with foreign background. Persons who have been born abroad and whose parents' data are not included in the Population Information System are also considered to be persons with foreign background. Persons born in Finland before 1970, whose native language is a foreign language have been considered to be persons with foreign background, as have persons born in Finland in 1970 or after this, whose parents' data are not included in the Population Information System.
If both parents of a person have been born abroad, the background country is primarily the country of birth of the biological mother. If a person only has knowledge of a father that was born abroad, the background country is the country of birth of the father. If either parent's country of birth is unknown, the background country for persons born abroad is their own country of birth. For persons born in Finland, whose parents' data are unknown and who have been deducted to be with foreign background, the background country is unknown.
For children adopted from abroad, the adoptive parents are regarded as the biological parents. Thus a child adopted from abroad by persons born in Finland is a person with Finnish background and their background country is Finland.

Country of birth
All persons entered in the Population Register are indicated a country of birth, which is determined on the basis of the mother's permanent home country at the time of birth. This means, for example, that the country of birth of Estonian immigrants born before Estonian independence is the Soviet Union. Similarly, the country of birth of people who were born in areas that Finland has subsequently ceded is Finland even though the area no longer is Finnish territory. Country of birth is indicated according to the form of government at the time of birth.

Finnish background
All persons who have at least one parent who was born in Finland are considered to be persons with Finnish background. People born in Finland before 1970, whose parents' background is not known, have been concluded to be persons with Finnish background if their native language is a national language (Finnish, Swedish, Sami). The background country for all persons with Finnish background is Finland.
For children adopted from abroad, the adoptive parents are regarded as the biological parents. Thus a child adopted from abroad by persons born in Finland is a person with Finnish background and their background country is Finland.

For example, for a person born in (a) a hospital or maternity home outside the usual place of residence of the mother, (b) the hometown of the mother's mother or (c) some other locality where the mother had gone for a short visit, the birth place of this person will be the locality in which the mother normally lives and not the locality of the hospital, residence of the mother's mother or the place of visit.

If however, the mother's length of stay outside her locality of usual residence is six months or more or the mother has the intention of staying in the new place for six months or more the "actual place of physical birth" will be considered as the birthplace of the person in question. For example, Akua Mansa who normally resides with her husband at New Tafo went to Accra to deliver her child in her mother's house. In such a case the birthplace of her child will be New Tafo and not Accra. If, however, she stays in Accra for six months or more, then the birthplace of her child will be Accra and not New Tafo.

Put a cross in the first box marked "in this town/village" for all persons who were born in the same town or village in which you are conducting the enumeration. If, for example, you are conducting your enumeration in Bawku and the respondent was born in Bawku, you will mark this box. Remember that birthplace is not the same as hometown. In large localities like Accra, remember that the suburban localities like Madina, Akweteman, Kopevi, McCarthy Hill, Alogboshi, Kokroko and Haatso are not part.

In appendix 2 you will find a list of all the traditional areas in Ghana by region with the names of all the ruling Paramount Chiefs. This will enable you to determine the region in which some towns or villages lie. Ask those who do not know the Region in which they were born to give you the name of the present Paramount Chief of the area in which they were born. The information contained in this appendix will help you to determine the Region in which the person was born.

Born outside Ghana- For a person who was born in a town or village outside this country, you will specify the country but not the town in which he was born. For instance, if the respondent was born in Lome, you should write down Togo; if he was born in Lagos, write down Nigeria; if he was born in Ouagadougou, write down Upper Volta.

In the case of persons from the neighbouring French-speaking West African countries who cannot tell you the actual country in which they were born, ask them to give

you the name of a big town, or the headquarters of their Commandant, in the country in which they were born. Refer to appendix 3 and use it to obtain the name of the country.

Avoid the word "French" which persons from French-speaking African countries usually give in response to the above question. If you get such a reply, probe further and get the correct response, i.e. the name of the country.

Again avoid names of the continents like Africa, Europe, America, or name of regions like the Middle East. North Africa, Latin America.

The first seven questions sets in this section refer to family relationship, age, sex, current marital status, ethnic group, death of mother and disability.

Questions 8-12 refer to the person's migration and ethnic characteristics. Only questions 11 and 12 are for persons aged three and older.

Questions 13-15 refer to literacy, level of education and attendance at school and are intended for persons aged seven and older.

The four following questions (16-19) refer to the person's type of economic activity, principal employment, branch of activity, and occupational category. They are also intended for persons aged seven and older.

The last five questions (20-24) cover fertility, and are intended only for females aged 12 and older.

The housing form has enough space to record a maximum of ten person, and so the section is repeated an equal number of times. The information about each person who spends the night in the homeless shelter should be written in the same order as they were listed in section V, "list of persons."

Location (question 7) is a key characteristic that is used with other data to build an accurate picture of our population. It is the basis for the annual population estimates and for population projections. It is also used to determine changes to electoral boundaries.

By comparing a person's usual residence one year before the Census (question 8) and their residence at Census time (question 7), we get an indication of the extent to which people change residence. The responses also provide data on the extent of internal migration within Ireland.

Birthplace is the usual place of residence of mother at the time of the respondent's birth. This question is meant to establish persons who are not enumerated in their places of birth and hence have migrated. Sometimes expectant mothers move from the rural areas to urban areas for purposes of delivery since maternity services are better at the latter. This kind of movement is short lived and must not be confused with a migratory one. For example, if a woman who usually resides in Ruiru district moves to Nairobi to deliver her child, it will be assumed that the woman went to Nairobi purposely for maternity services. Thus the district of birth of the child will be recorded as Ruiru.

27.1 For persons born in Kenya, code district using the list provided. For example, a person born in Kikuyu district, code "209" and for a person born in Tharaka district, code "414".

151. This question establishes persons who are not enumerated in their places of birth and hence have migrated. It will be used in estimating migration patterns. Sometimes expectant mothers move from the rural areas to urban areas for only purposes of delivery since maternity services are better at the latter. This kind of movement is short lived and must not be confused with a migratory one. Please note that birthplace does not mean place of delivery, but the usual place of residence of mother at the time of the respondent's birth. For example if a woman who usually resides in Nyaung Done township goes to a hospital in a township in Yangon to deliver her baby, the birthplace is Nyaung Done township and not the township in Yangon.

152. For persons born in Myanmar, record Township code using the code list provided. For a person born in same township as where being enumerated write "000". Mark either "1" for urban or "2" for rural in question (12) accordingly. If the place of birth was in Ward it will correspond to urban and if village tract then mark as rural. For a person born outside Myanmar, code the country of birth using country code provided. Even for non-Myanmar citizens you must ask whether they were born in urban or rural areas and code accordingly.

153. Urban/rural may have changed since birth. If so, record the status at the time of birth. Note if the respondent does not know the township, only the ward or village tract name of birth, you would then assign accordingly (ward = urban) ad (village tract = rural).

Birthplace means where a person was born (this district, another district, or foreign country). Ask the person concerned whether he/she was born in this district, another district, or foreign country. If he/she was born in this district, circle the reference 1, if born in another district, circle the reference 2, and write the name of the district where he/she was born, and then also circle either the VDC or municipality where he/or she was born. If the person was born in any foreign country, circle the reference 3 and write the name of the country.

If a person was born in this district (enumerated district), there is no need to ask such questions as how long [the respondent has been] living here (column 17) and what is the main reason to live here (column 18). In this situation, jump to the column 19 (Where [the respondent] was living five years ago?). However, if the person was not born in this district, but in another district then write the name of the other district and again ask whether if the birthplace was a VDC or municipality. If the birthplace was a VDC, circle the reference 1 and if it was municipality, circle the reference 2. If the person was born in another district (circled in reference 2) or in foreign country (circled in reference 3), then ask him/her how long he/she has been living here (column 17) and what is the main reason for living here (column).

For persons born within the territory of the Republic, write the name of the district and the locality where the person to be enumerated was born. Example: San Félix, Macaracas, Cañazas. For this Census, La Comarca de San Blas is considered a district.

The alphabetic list of the districts that form the Republic has been included as an annex so that one can verify if the name that the person to be enumerated has given really corresponds to one of those districts.

If the person to be enumerated was born in the Panama Canal Zone, write "Canal Zone".

If the person to be enumerated was born outside of the Republic, write the name of the country of birth.

In the case of persons born in colonies or territories of foreign countries, write the names of those countries. Example: Jamaica, Curazao, The Virgin Islands, Martinique, etc.

Mark with an "X" the circle "In this place" if a person declares that her mother lived in the same locality where she is being enumerated "when she was born".
When a person says that her mother was living "in another locality" "when she was born", write down the name of the district and the province or indigenous region to which the locality belongs to and go to question 11.
For those who say that their mother lived "in another country" "when they were born", write down the name of the country and go to question 10A.

This refers to the place where the mother of the person being enumerated lived when the person being enumerated was born. You should not confuse the geographic location, for example, the hospital, the maternity hospital, or another place where the mother went to give birth to her child.
