EDUCUA indicates the person's educational attainment in Ukraine in terms of the level of schooling completed.

Comparability — General

Ukraine has a 4-5-2 system comprising 4 years of primary (grades 1 to 4), 5 years of basic secondary (grades 5 to 9), and 2 years of senior secondary (grades 10 to 11).

Technical and vocational education is offered starting after the basic secondary level leading to titles of skilled/qualified worker and junior specialist (2 to 4 years of studies). Higher education offers several options: bachelor (3 to 6 years), specialist (1 to 1.5 years after bachelor), master, and doctoral degrees.

The Ukraine 2001 sample distinguishes between persons who graduated from institutions offering specialist and master degrees (higher education), those offering bachelor degrees (basic higher education), and those offering junior specialist degrees (initial higher education). Incomplete higher education corresponds to persons who completed half or more of the period of study at a higher educational institution before 1996.

Persons with the qualification of skilled worker are considered by enumeration instructions to have completed senior secondary. The equivalent levels are registered for those who attended external studies, correspondence, and evening schools. The enumeration instructions describe other equivalences with education levels that previously existed in Ukraine.

In addition to EDUCUA, the Ukraine 2001 sample includes a related unharmonized source variable indicating whether the person completed vocational school.

A harmonized international classification of educational attainment is available in EDATTAIN, which imposes a number of compromises to regularize the data across countries. Conversely, EDUCUA retains the full detail on educational attainment for the Ukraine samples.
