I. General characteristics of all people
The questions included in this chapter are for knowing the distribution of the population by sex, age and civil state; their territorial distribution and movements made within the country in the last 5 years.
You should ask the questions in this chapter to all people who are to be enumerated in the home.
218. Question no. 7 is: "In what locality or place did you begin living habitually when you were born?"
With this question we look to get information about the locality or place that constituted the first habitual residence of the person being enumerated. It is, generally, the home of their parents at the moment of birth of this person. Consequently, the place or locality of the hospital, sanitarium, or private house where, eventually, the mother moved for the birth of the enumerated person should not be written down.
219. To register the information corresponding to this question, follow the same criteria as for no. 6 (paragraph 214)
220. While enumerating Mr. López in Tranqueras, who always lived there, he declares to have been born in Rivera, where his mother moved with the purpose of receiving adequate medical assistance.
When you ask the question "In what locality or place did you begin living habitually when you were born?", Mr. López should respond:
[Below the text are two forms, one of which has a box marked "Tranqueras"]
221. Mr. Pereira declares that he was born in the city of Durazno and lived there for 10 years, then moving to the department of Canelones, where you are enumerating him.
Read question No. 7 and write down the department and locality corresponding to this example.
[p. 65]
222. If a person who you are enumerating was born in this country, go directly to question number 8; but if they declare to be born abroad, you should ask the year of arrival in Uruguay to live here.
Mr. Rojas was born in Santiago, Chile and arrived in Uruguay in the year 1941. Make the corresponding notations in the Census document.
[Below the text are two forms, one of which is filled out "Chile, 1941"]
7. In what locality or place did you begin living habitually when you were born?
If it was "Another place in this country", specify the department and locality.
If it was "Abroad", write down the name of the country and the year of arrival to live here habitually.

Question No. 7 is: "In what locality or place did you begin living habitually when you were born?"
With this question we look to get information about the locality or place that constituted the first habitual residence of a person being enumerated.
To register information corresponding to this question, follow the same criteria as for No. 6, insisting on getting the name of the locality or place. If a person does not know the name, write this down in observations.
[An example has been omitted]
In the case of people born abroad, you should write down the country and ask "In what year did you arrive in Uruguay in order to reside in it?"
For everyone in the household
MI2. Where did you go to live immediately after birth?
This question seeks to obtain information about the locality or place that constituted the first habitual residency of the person interviewed. Generally this deals with the same locality where his mother was living at the moment of his birth. Consequently, you must not note here the locality where the hospital or sanatorium was located or where the mother was moved for the birth of the interviewed person. For example, many mother residents from Canelones went to hospitals in Montevideo to give birth, if the question was asked more simply, where was he born?, many people would respond "in Montevideo" and the response would be erroneous, according to the objectives planted at the beginning.
If the person constituted his first habitual residency in the same locality or place in which he is being interviewed, circle the corresponding code (1).
If the person was living in another locality or place when he was born, note the name if it is in the same department of the interview. If the person was living in another locality or place when he was born, but a different department than that of the interview, you must note the name. Below, record the name of the locality or place. If he was born in another country, register the name of the country of birth.
12. In which locality or area [paraje] did [the respondent] go to live after birth? (PerMi01)
This module is formulated for everyone.
The objective is to identify the migrations that the people have had throughout their lives. Migration is understood to be a change of habitual residency from a place of origin to a place of destination that outreaches the limits of the geographic division (locality, department, or country).
In which locality or area did he/she go to live after birth?
This question refers to the locality or area that constituted the first habitual residence of the person (in the case of having been born in the exterior, you should only record the country). Generally it deals with the same locality where his mother was living at the moment of birth. Consequentially, you must not note here the locality where the hospital, sanitarium, or private house where the mother gave birth is found.
