2. Kind of ownership

Dwellings owned by social organizations, associations -- with the exemption of the dwellings of the housing co-operatives -- are classified as "flats in state ownership" (code "4").

"Flats of other ownership" (code 5) are dwellings owned by churches and foreign legal entities (foreign states, companies).
