It is any housing fixed or mobile that has been built or adapted for housing persons. A house, apartment, trailer, tenant room, shack, hospital, and a room are all considered dwellings.


4. Predominant Material in the Construction: You will specify the predominant material employed in the construction of the floors, walls and roofs.
In case of doubt, you will consult with the occupants of the dwelling.

If in a section of the construction more than one material exists, you will only make reference to that used in the largest proportion. For example: If the roof is ¼ covered asphalt and ¾ metal sheets, only mark "metal sheets".

a) Parquet or wood platform

Platform:
i) Made up of mortised boards between five and fifteen centimeters wide, nailed onto wooden joists, and have a hollow sound when stepped on.

ii) Parquet: Small wooden boards attached on top of a mix of cement. It is a compact floor upon which footsteps do not sound hollow.

b) Floor tiles or polished cement:

i) Floor tiles: Made up of polished, square elements of different colors (gray, red, black, with pictures), generally twenty centimeters by twenty centimeters.

ii) Polished cement. Flat floor made on site, which can be colored or gray. Appearance similar to that of a tiled floor.

c) Brick. Made up of small clay tiles of a characteristic brick color.

Building Materials

1) Platform or wood parquet; Plastics; Floor tile; brick; stone.

Platform or wood parquet: A platform is made up of connected (mortised) boards 5 to 15 cm wide, nailed onto wooden joists. They have a hollow sound when stepped on.

Wood parquet is made up of small wooden (cane) boards, generally attached on top of a cement mix. It is a compact floor where footsteps are not felt. In some high-quality older buildings, which are generally quite large, wood parquet can be found nailed to floor joists. In these cases, it makes some sound [when stepped on].

Plastics: These floors are characterized by their varied or combined (streaked) colors and their soft consistency which absorbs the noise of footsteps.

Floor tile: Made up of polished squares of different bright colors (gray, red, black, with pictures), generally 20 cm by 20 cm.

Brick: Made up of small clay tiles of a characteristic brick color.

Stone: These are floors that are easily recognizable on sight by their color and characteristic appearance.

The three questions that follow in the dwelling form refer, each one, to the Predominant Material and Condition of: the Outside Walls (question 3) The Roof (question 4) and The Floor (question 5). It concerns in these cases observing of which materials are built the walls, the floor and the roof of the dwelling in the census moment, to register its state, according to which part it corresponds to.


Question 5: Predominant Materials and State of the Floor

The Most Predominant Material Possible

Here you have to register the material that is found in the majority of the floors of the rooms, sleeping quarters or bedrooms of the dwelling, that is to say, that covers a greater area of these.

If the floors in the majority are made of "Wood", the class of this material that is used and the form (for example, parquet) is not important. When the majority of the floors are "Mosaic", you should take into account in this classification also what is known as terrazzo, terracín [type of tile], palladian, and as it occurs with the other questions that we have examined up to now, also is left the possibility that the Predominant Material of the floor is made of "Other" type for example, rug over cement, rug over wood, polished cement, brick, other, etc.

On the other hand it can be that the floor of the Dwelling is made of earth, that is to say, there is artificially built material over it. In this case you should mark the response that says "Does not have (dirt floor)".

{Polished floors are those that have been scrubbed and covered, generally with red or green ocher.}

The State of the Predominant Material

In the effort of establishing certain norms so that you evaluate the predominant material in the floors, in the manner that your judgments coincide with that of you fellow enumerators, and with those of technical statistics, we mention the following criteria to be used.

  • "Good": When the predominant material in the Floor does not show any deterioration such as a crack, hole, sagging base, etc.
  • "Fair": if the predominant material requires repairs of some importance, by having damages in its components or in its base.
  • "Bad": The floor is required to be substituted by having sagging or rotten bases, with evident danger for the inhabitants of the dwelling.
  • When the floor is made of earth the state is not established.


{An observation with respect to the state of predominant materials}

It can be that with a simple view the predominant materials both in the outside walls as well as in the floor and in the roof of the dwelling give the impression of being found in a good state. Because of this, it is advisable that you do not trust superficial observations and that you try to investigate with these enumerated persons if there exist problems with the material of which the outside walls, the floors and the roofs are constructed in the greatest form.

In addition to some places where there have been tremors and even earthquakes, many things can occur that change your judgments about the state of the predominant materials in the dwelling. For example, it is possible that in some houses you see cracks in the walls and floors; nevertheless, you should be careful about the time of classifying as good, average, or bad, the state of these materials.

Example No. 1: It results that many of the cracks are only superficial and that many families have asked for the evaluation of an engineer or an expert in construction to know if these apparent damages are serious or not.

Example No. 2: In many cases, a technical report has been clear in expressing that they only are cracks without importance, that the only thing that they require is a superficial repair, more than anything so that they are not seen as "ugly".

Example No. 3: In other cases, on the other hand, the opinion of the architect or engineer is that repairs of some consideration or structural repairs like changing or reinforcing columns, materials should be made. In the first example you should classify the predominant material as "good"; in the second as "average" and in the third as "bad". Consequently, you should explore with more detail when these situations present themselves to form a more exact opinion that will permit you to classify the material of these cases.

This question consists of four parts: a. Roof or covering, b. Exterior walls, c. Floor, and d. Frame or structure.

One and only one response is admissible for each part. If there is more than one material in the construction of the exterior walls, roof or covering, floor, and frame or structure, ask what the predominant material is and mark the appropriate box.

Frame or structure: Group of elements (foundations, columns, beams, concrete slates laid out in a solid way which make up the skeleton of the dwelling and which serve to support the whole (roof, walls, floor). This self-supporting structure can be made of:

Reinforced concrete.- When the columns, beams, concrete slates and foundations are made of concrete with an iron framework. In this case the entire unit is a self-supporting structure (it doesn't need walls to support the roof or floor).

Iron.- When the column and beams (the frame of the dwelling) are made with metal frames (perfiles) bolted or soldered together. Ex: Prefabricated iron structures.

Masonry.- When the walls, which are generally made of bricks joined with mortar (mix: sand-cement) are used as load-bearing elements for roofs and upper floors.

Wood.- When the columns and beams (the frame of the dwelling) are made of wood of any width or type.

Section 4: Detail Information on Housing Units
General Instruction
The enumerator should closely consider the following points before collecting data about housing units.

1. Information on the housing units is collected if and only if the housing unit is used for residential purpose, be it for residence only or for residence and enterprise purposes on the date of enumeration.
2. If the housing unit is used only for enterprise purpose at the time of the census the information will not be collected.
3. In this section, all possible answers are coded and first circle the right code of the answer and then enter the code in the given card column.
4. While collecting information regarding the materials with which the wall, roof, ceiling and floor are made, the enumerator should also include his own observation to improve the quality of the data.
5. The enumerator is supposed to have a good understanding of the definitions of terms such as room, ceiling, protected well/spring, etc. and he should explain to the respondent, on such terms so that the can get the correct answer to the questions.
6. If there more than 10 members in the household and forced to use an additional questionnaire, the housing unit information is collected on the last page of the questionnaire and make "-" on housing section of the other questionnaires.
7. If two or more households are found in a single housing unit, information about the housing unit is collected only once. In other words if two households are found in one housing unit, information regarding the housing unit is collected by asking one of the households only. However, the housing unit will be considered as having a certain amenity, if one of the household reports them.
8. For collective quarters, for hotel/hostel residents housing data will not be collected. To indicate that housing information will not be collected, make "-" in the all columns. Chapter Four
Instructions for Filling the Population and Housing Census Questionnaires in Urban Areas

Two types of census questionnaires are prepared for urban areas: short and long questionnaires. The long questionnaire will be filled in for the selected sample households, for all hotels/hostels and for other collective quarters' inmates. It should be noticed again that the short questionnaire is to be filled in for the rest households (for unselected households). The instruction given below is to fill in the long questionnaire and this instruction is again used to the short questionnaire because questions included in the short questionnaire are parts and parcels of the long questionnaire. The questionnaire is filled in for residents of housing units coded as code 1, 2, 3 or 4 is entered in column 11. Note that, only short questionnaire will be administered for homeless peoples.

Section 4: Detail Information on Housing Units
General Instruction

In this section information on urban housing units are collected.
The enumerator should closely consider the following points before collecting data about housing units.

Observe the floor or the covering/foundation/base of the building of the respondent's dwelling and determine the type of floor. If there are different types of flooring, record the one with the largest area. If the building has more than one level, then determine the largest area of all the levels.
Put a mark beside the type of floor of the largest floor area of the dwelling occupied by the household; mark only one type of flooring. 4. What is the predominant material of the floors?

Consider the floors of all the rooms of the dwelling. When there is more than one material in the floors you must indicate only the one that occupies the most surface area.

Tiles, parquet, carpet, linoleum. Tiles refer to ceramic materials that already have either enamel (tiles with colors or stamps) or sponge-texture (brick-like, press bricks, etc. without enamel). Parquet refers to a wood surface, carpet to a textile glued to the subfloor, and linoleum or plastic pavement of plastic origin in rolls or tiles that sticks to the subfloor.

Limestone tiles. Sand and cement tiles similar to street sidewalks.

Smoothed concrete. This deals of the cases in which there is, on the subfloor, a cap of 1 to 2 cm of sand and concrete.

No floor underlay. The subfloor is the layer of 8 to 12 cm that is constructed on the natural floor or compact earth; it can be of concrete, cement rubble of coarse cement and so on. Its surface is hard and rough.

  • Ceramic, tile, stone, wood, carpet, linoleum, etc.: Floor with finished materials of diverse types, including floating/engineered wood and parquet.
  • Sand and Portland cement: A layer of 1 or 2 cm. of sand and Portland extended and smoothed about the subfloor, with or without color.
  • Only subfloor without floor: A layer of a mix that contains stone or rubble applied directly to the ground, forming a resistant base for the future placement of floors.
  • Ground without floor or subfloor: An earthen ground that does not have any of the finishes enumerated in the previous options.
  • Other: This consists of materials that cannot be classified in any of the previous categories. The majority of the cases that are presented are covered in the previous categories, so that this option will only be used in very exceptional cases.

2.7 Building Materials
a. Cement: Is the building material usually greenish to gray in colour and sometimes light brown. It hardens in moist condition.

b. Concrete: Is a mixture of crushed stones, river sand and cement, with the right amount of water. It can be moulded into any shape. It is weak under tensile stress and strong under compression.

c. Iron Sheets: Usually galvanised iron sheets or can be corrugated. These are the lightest roofing materials and can be obtained in length from 1.2 metres to 3.6 metres. Large lengths can be obtained on special order. They can also be used for walls when flat.

d. Grass Thatch: Traditional roofing material which works well at angles of 35° and more with thatch thickness of 12 centimetre to 15 centimetre. The thatch thickness increases with the decline in angle.

e. Tile: Roof Tiles- small rectangular roofing materials made from fine concrete quarry and slates. Floor Tiles can be PVC or baked clay. If they are baked clay, they are called quarry tiles. They have a rough glazed finish on the face and are about 6 millimeters thick or more.

f. Slates: Thin heavy flat stones formed from layers of mud under extreme heat and pressure after a length of time.

g. Burnt Brick: Brick moulded from seasoned clay and burnt to a temperature of 1,300 degrees Celsius.

h. Mud Brick: Kimberly brick or Adope brick are the technical terms. Brick made of mud and sun dried.

i. Concrete Blocks: Building units made out of a mixture of concrete can be fine concrete or coarse concrete.

j. Wood: Processed plank - material from tree trunks used in construction as timber.

k. Hardboard: Heavy thin boards usually 4 millimeters to 8 millimeters in width.

l. Mud Floor: Is usually from treated or seasoned clay mixed with cow dung. It makes a hard shiny floor. It is mostly found in traditional houses.

m. Wooden Floor: Usually floor above ground level and not popular here in Zambia due to our climate.

n. Marble: Used in high cost building. It can be in the form of tiles or slabs. It makes a high durable shine. Marble are cut from stone (marble stone) in flat sheet and polished to give a shiny finish.

o. Terrazo: Floors made out of concrete with a selected course aggregate of 13 millimeter or slightly less. The top is grinned flat with a machine and then polished. The floor finish is usually black or white.
