Question 4P. Availability of essential facilities
The codes are to be marked that correspond to one or more prompts offered.
A dwelling is considered equipped with:
- electricity when there is electrical wiring available;
- floor electric cooker when there is a floor electric cooker available.
A house with a detached kitchen (a special capital building intended for cooking), in which a floor electric cooker is installed is also considered equipped with a floor electric cooker;
- piped gas if there is a floor gas cooker available, which is connected with the gas line;
- bottled condensed gas if there is a floor gas cooker available, which is connected to the gas bottle.
A house with a detached kitchen, in which a floor gas cooker is installed, is also considered to be equipped with gas supply;
- central or district heating if heating is provided by the building boiler-room, quarter or district boiler-houses or by the heat and power station;
- heating from individual installation if heating is provided by the flat hot water heaters or local decentralized heating boilers of low capacity operating on gas or solid fuel;
- stove heating if the source of heating is a stove;
- piped water if there is a supply net within the house, to which water is supplied centrally from the water pipe or artesian well the year round.
A house with a detached kitchen is also considered equipped with water supply if a water tap connected to the water supply net is installed in the kitchen.
If there is a hydrant (a water pump) in the yard, but there is no water supply to the house, such dwelling is not to be considered equipped with water supply;
- flush toilet if there is a waste pipe inside the house for drainage of utility and fecal waters to the sewerage system or drain wells.
A house where the water supply is not available is not to be considered equipped with flush toilet.
- bath or shower if a bath or shower is installed both in a separate bathroom and in the other specially adapted room, irrespective of the way of hot water supply: centrally or from flat heaters, including heating boilers of low capacity and gas or wood water heaters.
A dwelling, in which a bath (shower) is installed but there is no sewerage available, is not to be considered equipped with bath or shower.
- central hot water supply if there is a special hot water supply intended for daily living needs;
- hot water from individual boilers if there is a special water pipe supplying water from gas or wood water heaters, flat heaters, including heating boilers of low capacity, for daily living needs;
- telephone if a telephone set is installed; if a radiotelephone is available, code 13 is also to be marked.
If one or another facility of a dwelling is temporarily idle (because of damage, repair or other reasons), the dwelling is to be considered equipped with these types of facilities.
If there is none of the above-mentioned facilities in a dwelling, the item "no specified facilities" is to be marked.

Great are the advances that our country has achieved in the matter of electric energy for the illumination of streets, buildings and dwellings. Nevertheless, many dwellings still remain that are illuminated by other means, such as kerosene, gas from small lamps, candles, etc.

In the reproduction of question 11 of the dwelling form, it will concern the fact that 5 possible responses exist to the question "With what do we Costa Ricans illuminate ourselves?" The first refers to "Electric from a public service" illumination, that is to say, that type of illumination that entities of public service provide, like The Costa Rican Institute of Electricity, The National Company of Power and light, The Administrative Group of Municipal Electrical Services of Cartago, Heredia etc., the electricity cooperatives or persons who are in charge of supplying this type of service in public form to the dwelling. In such a situation, mark with an "X" the circle followed by number 1.

The second response classifies "Type of illumination" as "Electric from privately generated plant". c) In number 1.11 complete the answer according to the number of census questionnaires used for each census household.
d) On the cover, leave blank number 1.12., number III - type of dwelling, number IV - principal access to the dwelling, number V - condition of occupancy, and section 1 - information about the dwelling.
e) Continue with the registry of the census questionnaire starting with section 2 (information about the household).

Section 4: Detail Information on Housing Units
General Instruction
The enumerator should closely consider the following points before collecting data about housing units.
1. Information on the housing units is collected if and only if the housing unit is used for residential purpose, be it for residence only or for residence and enterprise purposes on the date of enumeration.
2. If the housing unit is used only for enterprise purpose at the time of the census the information will not be collected.
3. In this section, all possible answers are coded and first circle the right code of the answer and then enter the code in the given card column.
4. While collecting information regarding the materials with which the wall, roof, ceiling and floor are made, the enumerator should also include his own observation to improve the quality of the data.
5. The enumerator is supposed to have a good understanding of the definitions of terms such as room, ceiling, protected well/spring, etc. and he should explain to the respondent, on such terms so that the can get the correct answer to the questions.
6. If there more than 10 members in the household and forced to use an additional questionnaire, the housing unit information is collected on the last page of the questionnaire and make "-" on housing section of the other questionnaires.
7. If two or more households are found in a single housing unit, information about the housing unit is collected only once. In other words if two households are found in one housing unit, information regarding the housing unit is collected by asking one of the households only. However, the housing unit will be considered as having a certain amenity, if one of the household reports them.
8. For collective quarters, for hotel/hostel residents housing data will not be collected. To indicate that housing information will not be collected, make "-" in the all columns. The enumerator should however, remember that housing information will be collected for the regular households residing in collective quarters, hotel/hostel, etc.
Chapter Four
Instructions for Filling the Population and Housing Census Questionnaires in Urban Areas
Two types of census questionnaires are prepared for urban areas: short and long questionnaires. The long questionnaire will be filled in for the selected sample households, for all hotels/hostels and for other collective quarters' inmates. It should be noticed again that the short questionnaire is to be filled in for the rest households (for unselected households). The instruction given below is to fill in the long questionnaire and this instruction is again used to the short questionnaire because questions included in the short questionnaire are parts and parcels of the long questionnaire. The questionnaire is filled in for residents of housing units coded as code 1, 2, 3 or 4 is entered in column 11. Note that, only short questionnaire will be administered for homeless peoples.
Section 4: Detail Information on Housing Units
General Instruction
In this section information on urban housing units are collected.
The enumerator should closely consider the following points before collecting data about housing units.

A dwelling is considered to be equipped with:
electric lighting if there is electric wiring available;
electric floor stove if there is an electric floor stove available. A house with a detached kitchen (capital building specially intended for kitchen) with an electric floor stove installed therein is also considered equipped with electric floor stove;
network gas (natural), if there is a floor gas stove connected to the network;

1.4. Housing
This second part is devoted to housing, and aims at listing all housing units for the households at time of the census, at gathering information on building characteristics, and to obtain indicators on the conditions in which the population is housed.
6. Column H20: Main mode of lighting
This question indicates what type of energy utilized for lighting the household (electricity, gas, petrol lamp, others).
Electricity: The household has a permanent installation for lighting, of which the wires are connected to a source of electricity distribution (Energie du Mali, power plant, mines, etc.) or on a private source, such as a battery.
Gas: This type of lighting is an installation fuelled by natural gas.
Petrol lamp: The household uses petrol lamps.
Others: oil lamps, wood fire, other, none.
The question to be asked to gather the type of lighting used by the household will be: "What type of lighting?"
Depending on the answer, refer to the above definition, then circle the number of the relevant case corresponding to the type used. Codes to be circled are:

These questions identify if the dwelling has equipment or facilities that allow greater functionality and comfort in everyday activities of the occupants. Read the question mentioning each item, listen the answers and circle the corresponding codes.

Use the following definitions to explain to the respondents in case of doubt:
- A raised water tank is a container of large water storage capacity; it can be made of plastic or asbestos. Usually, it is located on the roofs of dwellings, although it can be located at the ground level. Sometimes people call it Rotoplas, because it is the name of the most publicized water tanks brand.
- A cistern or reservoir is a large water container built underground or at ground level; sometimes it can be a buried water tank. The important point is that people can store water in considerable quantities.
- In some places, the informant can respond they have a sink or basin where they collect water. If this basin is a big concave structure made of stone or concrete and it is used to store water, record that this dwelling has cistern or water tank.
- A water pump is a device which has a motor that serves to drive the circulation of the water. It is mainly used to raise water from one level to another, e.g., to a water tank that is located in a high place, or to suck water from a well.
- Note that the cistern or reservoir and the raised water tank can supply water to more than one dwelling and can use the same pump, e.g. in an apartment building or duplex, triple, or quadruple houses, record that each of those dwellings has this equipment.
- A boiler or water heater is a device that serves to raise the water temperature. It can run on gas, electricity, or wood; regardless of the type, record this device in this option.
- A solar water heater, as the boiler, rises the water temperature, but it does through solar cells that capture the sun's energy.
- An air conditioning is a device used to cool closed spaces (e.g., bedrooms). They are common in places very hot.
- An electrical solar panel is a device that captures sunlight to generate electricity. A dwelling can have solar panel regardless it has electricity supplied by the CFE or other source. An electrical solar panel is also known as a photovoltaic module.

The water pump is a motor-driven device used to drive the circulation of water. It is mainly used to raise water from one level to another, for example, to an elevated water tank, or to suck water from a well.

The sprinkler is a device that once installed to a water supply, falls in the form of rain and allows it to wash the body in an agile and comfortable way.
The boiler or water heater is a device that has the function of raising the water temperature. It can run on gas, electricity, or wood; regardless of the fuel you use, consider it in this option.

Questions need to be filled by all households
Question numbers 17-19 are related to the type of housing and ger, should be filled out for all households.
18 - 19. The corresponding code should be selected if there is electricity supply and telephone in gers and housing.
The enumerator should double check to make sure that all persons in the list of household have been enumerated and if there is any person who has been enumerated twice or not at all.
The enumerator also should check all indicators related to the housing condition, especially the number of households and the number of household members. a. How to carry out the investigation
Electric: The type of electrical service in the dwelling is investigated. This can be electric lighting from a public service, from a private generator, or from another source.
From a public service: This is understood to be the service provided by the National Light and Power Company (ENALUF) or by a municipality or by a company that sells or provides electricity service to various dwellings.
Private generator station: This refers to the electricity obtained via an installation privately owned by the dwelling's occupants.
Other source: Those other cases not contemplated in the above definitions.

These questions are about tools used in house construction, services available in this household (such as water, toilets, electricity), the total number of bedrooms used by the household, and ownership of properties. The head of household is asked these questions. If the head of household is absent, try to get another member of the household to answer these questions on behalf of the head of household.
Usually, if a household is using more than one house, all questions about the material used to construct the house and the electricity used in the house are to be asked for the main house where most household members live.
For Census purposes, a house is a building used by people for living. Workshops or store, places where people do not live, are not involved.

Ownership of properties

The main type of fuel (energy) used for lighting is the one that the household used the most for lighting in the last year (12 months prior to the census day).
Fuel (energy) used for lighting includes the following:
Network electricity: this includes national network electricity and network electricity of local management. Normally, network electricity has to transfer from electric power production stations to consumption places through high-voltage wires and transformer stations to increase/reduce the voltage. Households who use electricity from local electric generation stations for lighting are also counted as using network electricity. If the household uses network electricity for lighting, the enumerator marks (x) in the small box next to code "1";
Generator electricity: this includes electricity released by generators using petrol/gasoline or water power (small hydro-electric plants). Households who use electricity from electric power-generated stations (including thermo- and hydro- electricity) which were constructed by individuals and sold for their use, are also counted as using "generator electricity". If the household uses generator electricity for lighting, the enumerator marks (x) in the small box next to code "2";
Kerosene: If the household uses kerosene/petrol for lighting, the enumerator marks (x) in the small box next to code "3";
Gas: If the household uses gas for lighting, the enumerator marks (x) in the small box next to code "4";
Other: this includes households who use fuels for lighting different from those listed above (candles, caster-oil/kerosene lamp, wood, etc.); the enumerator marks (x) in the small box next to code "5". He/she then fills in the name of that fuel in the space above the printed line.

The main type of fuel (energy) that households use for lighting is the fuel (energy) that households use the most for lighting in the past year (12 months before the time of the survey).
- Electrical grid: Including the national electrical grid and the locally managed one. Normally, grid power must be transferred from the place of production to the place of consumption through high-voltage lines and substations to increase/decrease voltage. Households using electricity from a local power station for lighting are also counted as using the electrical grid.
[p.81]- Generator power: Including electricity generated from generators running on gasoline, water power (small hydroelectricity), wind power, solar power, or privately built small power stations (including thermoelectricity and hydroelectricity) to generate electricity which is then sold to other households.
- Kerosene: Includes kerosene and gasoline.
- Gas.
- Other: Including other types of fuel such as: candles, carbide/acetylene lamp, ...).The DTV clearly records the main fuel source that the household uses for lighting in the solid line.
For example: A household uses electricity from the grid for lighting. In the past 20 days, households had to use kerosene lamps for lighting because the local power station was broken, and has yet to be repaired. In this case, the DTV determines that the fuel used for lighting in the household is the "Electrical grid".

HH - 1: What is the main source of energy used for lighting, cooking and heating?
Ask for the main source of energy used by the household for lighting, cooking and heating we are interested in. Since availability of energy for lighting is what is to be determined, even if a housing unit has the necessary wiring but is not connected to the electric supply system, the household will not be considered to be using electricity. Note that "heating" in this case does not refer to heating/warming food or water but to heat a room. Shade appropriately.
Gas: This is gas that is used as a fuel source such as natural gas, propane, butane or other flammable gases.
b) Biofuel: is any fuel that is derived from plants and plant derived materials e.g. Jathropa.
