21. Before filling in Section II "List of households and their members" the enumerator should ascertain the number of households living in this dwelling and enter it in a designated box.

22. When determining the number of households, it should be noted that a household is understood a group of persons sharing the same dwelling who provide themselves with all essentials for living and jointly keep the house, fully or partially pooling their individual budgets for common expenditures; or a person living independently and providing him(her)self with all essentials for living.

If a respondent finds it difficult to define a household, he/she should be asked: "Do you eat together?"

Private households also include:

- those who rent a dwelling from the owner (tenant) of the dwelling because they are not members of his/her household;
- those permanently living in dormitories, hotels, sanatoria, vacation houses and similar institutions;
- those working for organizations and permanently living in apartments or other housing units at these organizations (for example, kindergarten teachers, doctors in hospitals, etc.).

24. One of the adult household members whom the household members themselves determine is to be recorded first. Then all the other household members are to be recorded. And it is necessary to observe the following order of recording household members:

- husband and wife are to be recorded one after another;
- children (including unmarried adult children) are to be recorded after their parents;
if several married couples with children live in one household, first one married couple and their unmarried children are to be recorded and then the second married couple and their unmarried children, etc.;
- unrelated members (either by blood or law) of the household are to be recorded last.

If a household consisting of three or four generations needs assistance in determining a person to be recorded first in the List of household members, it is recommended to select somebody from the middle generation.

For example:
According to A.I. Ivanov, there is one household in the apartment consisting of: A.I. Ivanov himself, his mother, wife, married son, unmarried daughter, daughter-in-law, granddaughter, divorced sister, and his granddaughter's nanny. A.I. Ivanov wished to be recorded first. In this case the order of records is to be as follows:
the first married couple and their unmarried child:

A.I. Ivanov's daughter
the second married couple and their child
A.I. Ivanov's son,
son's wife (A.I. Ivanov's daughter-in-law),

In column 3 of the List of household members a respondent's blood or other relationship to the person listed first is specified (for example: wife, daughter, granddaughter).
