Comparability — General
The variable is comparable across Ugandan samples.
New districts exist in 2002 that did not exist in 1991. In all cases (except one), new districts are created by sub-dividing a single 1991 district.
The following list explains changes that took place from 1991 to 2002 respectively. Arua divided into Arua and Yumbe. Iganga divided into Iganga, Bugiri, and Mayuge. Kabarole divided inot Kabarole, Kamwenge, and Kyenjojo. Kitgum divided into Kitgum and Pader. Luwero divided into Luwero and Nakasongola. Masaka divided into Masaka and Sembabule. Mbale divided into Mbale and Sironko. Moroto divided into Moroto and Nakapiripirit. Moyo divided into Moyo and Adjumani. Mpigi divided into Mpigi and Wakiso. Mukono divided into Mukono and Kayunga. Rukungiri divided into Rukungiri and Kanungu. Soroti divided into Soroti, Katakwi, and Kaberamaido. Tororo divided into Tororo and Busia.
A unique case exists where a new district was created from more than one 1991 district. This district is Ntungamo. It is created as a combination of sections of the 1991 districts of Mbarara and Bushenyi.
