Comparability — General
The reference period for being absent from work varies across censuses and surveys. For most samples, the question uses a reference week or the week prior.
For census or surveys that do not report the reason for being absent, persons who have a job but are not at work during the reference period can be identified using EMPSTAT.

The census question in 1980, 1990, and 2000 only distinguishes between persons who have been laid off and those absent from work because of other reasons (vacation, illness, labor dispute, or other.) The Puerto Rico 1980 and 2000 samples have high non-response rates.
