Description
EDUCPH indicates the person's educational attainment in the Philippines in terms of the level of schooling completed and number of years within level.
Comparability — General
The Philippines educational system changed from a 6-4 to a 6-4-2 structure:
- Before 2013, basic education is composed of 6 years of primary education (some schools offered a 7-year primary) followed by 4 years of secondary education.
- After the 2013 reform, the duration of basic education is extended to 12 years and the new secondary education is divided into two cycles, lower (4 years) and upper (2 years).
Post-secondary technical and vocational programs leading to an associate degree have a duration of 2 to 3 years, whereas programs leading to a diploma or certificate take 1 to 3 years.
Post-secondary training and associates degrees are treated differently across samples. In 1990, the census does not distinguish between year of study and completed degrees. The 1995 census only gives years of study with no degree information. The 2000 and 2010 census identify years of study and completed degrees.
The first stage of tertiary education is composed of programs that lead to a bachelor's degree. The second stage of tertiary education includes master's degree programs (2 to 3 years) and doctoral degree programs (2 to 3 years).
The treatment of post-graduate university education differs. The instructions for the 1990 census suggest that graduate education means earning a degree. Persons still pursuing their graduate education are included among post-graduates in the 1995, 2000, and 2010 census.
The Philippines labor force surveys use five different classification schemes that provide different level of detail. The new 6-4-2 structure is represented in the data starting in 2016-Q3, along with the prior 6-4 system; but all respondents provide educational attainment information using the new system from 2019 onwards.
