Recording of the collective sheets drawn up for the urban municipalities of Togo
The data collected during the 1958 Population Census for the Urban Municipalities of Togo will be encrypted in the conditions fixed for this instruction, these municipalities being the following:
Palime: 70 blocks.
Bassary: 29 blocks.
Anecho: 61 blocks.
Atakpame: 59 blocks.
Sokode: 77 blocks.
Tsevie: 59 blocks.
A - Presentation of basic documents (collective sheets)
The documents, for each of the centers above, are presented in files containing the Collective Sheets of the same block.
However, there are some files referenced "2nd opinion" or "Persons not counted for census" containing completed Collective Sheets which are grouped without distinction of blocks; these documents, which will be processed in the same way as the normal files should be reclassified in their respective files before encryption.
One or several collective sheets have been drawn up per family.
Members of the same family are presented one after the other: a line or a dash separates in principle the different households (father, mother and their children) which make up the family. The head of family is recorded on the first line of the Collective Sheet and bears the order number 01 (column 1 of the document).
When a single collective sheet is insufficient to contain all the members of a family, one or several Collective Sheets have been added to it bearing the same characteristics (center, block, compound, and number of households - page 1).
Persons registered on the supplementary Collective Sheets have order numbers following those of the first collective sheet.
Information concerning housing appears on the first Collective Sheet (page 4).
An isolated individual constitutes a household to themselves.

B - Recording of collective data (Page 1)
The following information should be retained to be perforated in all the individual cards of persons appearing on the same Collective Sheet:
[The number of spaces or digits to be filled out is referred to as "figure".]
That on the left will be struck through - the list and the number of the municipalities (or circle) being the subject of code number 1.
Circumscription: for Lome only: 1 figure
Block: 2 figures.
Compound: 4 figures.
Number of the dwelling: 2 figures.
The indications have been made by the census agent: however, for the last two, "compound" and "dwelling", the boxes remaining empty might possible be completed by zeros.
In the event that several family heads have been established for the same family, make sure of the recording of all data on each of them and its concordance.
C - Recording of individual data (page 2 and 3 of the basic document)
Boxes will be used, specified and a pencil of bright colour.
1) Preparatory work concerning spouses: the line or lines bearing the note "E" column 3 will be underlined by a coloured dash.
When the husband appears on the collective sheet, information concerning spouses should be carried over to an appended document.
2) Recording of the data of columns 1 to 14 for all registered persons, except for spouses.

The document also contains, successively, the following information:
Column 1: an order number
This is the number attributed by the census agent and the individual C1 is always the head of the family.
Column 2: the surnames and first names
These are not to be retained.

Column 5: Sex
Record in this column:
"2" for F, female
If this question is not answered, try to define the sex by the first names, the link with the head of family, the presence or absence of a number of children (this indication is only provided for women).
If it is impossible to determine it, enter "x" (11).
Column 6: Marital status
Use code number 3.
For married men, the letter M (married) is followed by a figure indicating the number of spouses - enter the figure according to the indications of code number 3, 1, 2, and so on. Enter the number 6 for M6 and above.
For women (or men) if the letter M is recorded by itself, translate to M1.
Column 7: Age
There are four figures (2 for the years, 2 for the months).
a) For persons aged 1 and over: the age is expressed in years passed (left hand part of column 7): circle the right answer for the number of years and record "xx" in the right-hand part reserved for months.
b) For children aged less than 1: the age is expressed in months. Circle the right answer for number of months and enter "00" in the "years" part.
- For children aged less than 1 month: enter "00: 00"
- For persons whose age is not declared: enter "xx: xx"
Column 8: Place of birth
There are 3 figures: the 3 encryption boxes of on the right will be used, 4 boxes having been specified.
a) For persons born in Togo (letter T column 8) or in another African country, only code number 5 is used: these places of birth are characterized by 1 or 2 or 3 in the most left-hand position (figure of hundreds).
For example:
Ghana enter 222
b) For persons born outside of Africa, two codes are necessary:
- The second, code INSEE, gives the figures (tens and units) which determine the country (or department for France):
Example:
Brazil, enter 716, (America 7, country 16)
c) For persons whose place of birth is illegible, or N.D. enter xxx.
Column 9: Ethnic group or nationality
Use code number 6 which is divided into 2 parts:
- the second gives the ethnic group for residents of Togo items 1 xx and 500 to 9 xx.
Column 10: Number of children
This column is only completed for women: it should be checked that it this has been done correctly, for boys on the one hand and girls on the other: Number of children living, total number born. In the contrary case, enter N.D. (xx) for "total born" and the number of children recorded on the Collective sheet corresponds to that indicated in the column "living" and N.D. (xx) in each column if no verification is possible. Proceed in the same fashion if one or other of the questions concerning children have remained without response.
Column 11: Level of education
This information gives rise to two distinct encryptions (See code number 7).
b) The languages spoken, read and written, according to the 2nd part of code number 7 (3 figures).
In this second part will be entered:
- If two languages or more have been indicated, enter the sum of the numbers of the code specified for each of them:
For example:
French, English, Ewé will be entered 035 (001 + 002 + 032)
Finally, if in column 11 of the collective sheet only one diploma has been recorded such as B.E. or C.E or another French diploma, French will automatically be entered as a language written and read: so, there will always be in this case for the encryption as a whole:
If C.E.: 400 1, unless another language is noted in column 11.
Column 12: Main profession or trade
There will be entered according to the information in this column:
b) The profession itself according to code number 9: 3 figures which will be recorded in the 3 following boxes of the same group as above.
For the situation in the profession, we will take account of the letter which precedes the statement of profession, or of the note "Apprentice", Pupil - and so on - thus - S. joiner, will be entered 5: employee,- joiner s. s. 1, will be entered 1: independent.
For: bookkeeper with DT column 12, we will enter 8, unemployed for the situation (code 8) and 201 for the profession (code 9).
When all the members of the family practice the same profession: for example: cultivator, the head of household alone is entered as 1, the other members are family helpers (3).
Children aged under 14 indicated as "domestic" in column 12 will be considered as without profession.
"Domestics" or "boys" declared as thus in column 3 and who indicate another profession in column 12, for example: apprentice tailor, apprentice surveyor will be entered as "apprentice" for the situation in the profession, and the specialty indicated (tailor and so on) will be kept for the profession itself.
Finally, all disputed cases not finding their place in codes 8 and 9 will be referred and the list of them will be addressed to the Requisitioning Department which will give the exact interpretation.
Column 13: Employment
One figure (code number 10).
Column 14: Residence in the municipality
Two parts relate to this question:
b) The length of residence expressed in years and months
For 3 years, complete as:
For 6 months, complete as:
For unknown, complete as:
If the length of residence declared is expressed in years and months, only retain the years.
In the event that an occasional presence (letter 0) if the length of stay is not indicated enter ZZ: ZZ (letters Z).
Verify the plausibility of the response to this question in relation to the age of the declarant, this latter should be higher than or equal to the period of residence. In the contrary case, consider the completion of column 14 as incorrect and enter x.
c) For persons born in the municipality of residence.
When the period of residence is equal to the age of the interested party, the latter is born in the municipality in which they reside: enter 0 in the margin on the right, at the level of line concerning it.
3) Encryption of individual data for spouses
[The following section is for spouses of the husbands enumerated in part 1 and 2.]

An intermediary model document given in annex number 2 is necessary for the encryption of the individual data relating to Spouses, some information confirming the husband should be reported in the card of the spouse.
On this document there will be recorded:
a) The characteristics of the household: center, block, compound, dwelling.
b) The encryption (in their respective boxes) of the date of columns 1 to 14 concerning a spouse, by relying on the indications given above (2). The number which follows the letter E (1) in column 3 will be recorded in the box "Rank".
c) Some information concerning the husband. (Information already encrypted) namely:
The number of spouses, according to the indications of column 6: the number declared will be recorded e.g. for M6: 06, for M7: 07 and so on.
The age (in years) according to column 7:
Ethnic group or nationality (column 9):
The situation in the profession - column 12
The profession - column 12
To determine the line where this information should be taken refer to column 3 or the note "E" should be followed from the rank of the spouse and from the order number of the husband on the collective sheet: thus, for E, 06 = 1st spouse of the number 6: information concerning the husband will be found on line 06.
D - Information concerning the dwelling (Page 4 of the collective sheet).
The responses to the questions: 1) Construction and, 2) Equipment of dwelling, are pre-codified.
It should be checked if a response has been made to each of these questions and if one of them has not been completed enter x (11) following the code numbers specified on the document for this question.
Question 3: Number of habitable rooms.
If N.D. (unknown) enter xx.
Question 4: Number of persons.
b) Number of persons present occasionally: this number should correspond to the number of persons having responded "0" column 14. In the opposite case, use the same method as that prescribed in a).
Number of children in the family: this information does not appear on the collective sheet, it is to be deduced from the data on pages 2 and 3 of the Collective sheet(s). The number of children aged under 14 will be recorded on page 4, below question 4b concerning occasional presences.
Supplementary collective sheets: the questions on page 4 should not be completed, only the first Collective sheet of the family, that where the head of family is recorded should bear this information.
