1. In the form you include everybody who slept in the house in the night between the 31st of January and the 1st of February, also including those who do not have their permanent residence in the house, but whose presence only is of temporary character. However, nobody who is absent should be included even if their absence is only temporary.

In front of each family you shall give a 'record number' in the column with the title 'record number of family' (1,2,3 etc.) consecutively through the whole property from basement in the front building to the attic in the back building. To a family is included everybody, who is a part of the same household. In front of lodgers and others who do not belong to any household, you put a + in the same column. In front of the temporarily present you put an N.

4. In the following column ('record number of persons') you write a record number, likewise consecutively through the whole property, so that every single person in the form gets his own record number and in a such a way that the last entered record number corresponds to the total number of persons in the property.

5. Directors of hospitals, a founding, barracks and so on, hosts in hotels, inns etc., shall fill in the form in the same way as the owner or landlord in a private property. In a hospital there shall be taken care that all patients are listed in the form (stating their full name, age etc.) and taken care that all other residents of the hospital (employees and so on) are listed. In a hotel all the travelers must be listed in the form as well the other residents of the hotel.
