Instruction for filling in the Housing and Personal questionnaire

The following instructions deal only with questions necessitating -- in our opinion -- some supplementary explanation. In case of any problem concerning the filling-in of the questionnaires or of any question, please do not hesitate to contact your census interviewer.

Housing Question


Question 1/e (last column of the table).

Beneficial owners should also answer as "owners". The kinship relation to the owner can only be noted if the person living in the dwelling pays no rent. If rent is paid, the answer "tenant", "co-tenant", "apartment-sharer" (in case of relatives, the appropriate expression supplemented with the degree of relation, too) or "subtenant", "bed-tenant" should be given. The legal title for those who rent the whole dwelling from private person is always the "tenant".


Question 2.

For dwellings being in a private semi-detached house or a joint house (terrace house, row house, atrium house) the answer "in a building of detached family house character" should be underlined. For dwellings in buildings with four or more dwelling units, which is under joint ownership, the answer is "in a block of freehold flats..." even if there is no deed of foundation about is. For dwellings under temporary usage the right answer is "company tenement-dwelling, official residence".


Question 10.

A room must have at least an area of 4m2, be supplied with door and window and be used as a room (e.g. living-room, bedroom, child-room). Halls and dinning-rooms supplied with window, as well as consulting rooms, reception rooms and offices should also be considered as rooms. When finding out the floor-space of a room or of a kitchen, the areas of built-in wardrobes and places attaching to the main one without doors (e. g. alcove, dining place) must be added to the area of the given room. If the dwelling consists of one room only, then that room has to be appropriately categorized by size.

Question 11.

In sub-question a/, only the areas of the rooms, expressed in m2 and rounded to the nearest whole number are to be reported in accordance with question 10. If the toilet is found in a separate room, it should be listed too. At sub-question c/, the number of rooms whose areas cannot be counted to the total area of the dwelling (workroom, cellar, garret, chamber, garage) should be noted even if they are outside the dwelling, in a different building.


Question 12.

Other occupied housing unit stands for the following accommodations: buts, hovel, track-boats, caravans as well as shops, offices, workshops, stores etc. which have not been reconstructed into dwellings.



Question 14.

If different types of heating materials are used, that used most frequently should be underlined on the list.

Question 16.

No question can be left unanswered, that is negative answer ("no" or "none") is to be put on the list, too.

Question 17.

The following items should be registered as home-equipments: water-boiler, kitchen-stove, built-in wardrobe, bath, dish-washer, flush toilet, heaters.


Questions 18 and 19 should be answered by the first and -- if any -- the second family living in the dwelling.


Question 18.

The question should be answered according to the circumstances that existed when they moved in the dwelling. (If, for example, a person with his/her spouse had been admitted to the parents' dwelling but in the meanwhile the parents moved away or died, the answer "living with parents/relatives" has to be chosen. In the case when the parents were no more registered in the dwelling at the moment when the person moved in, the answer "inherited or relinquished" should be given.) The exchange of privately owned flats, furthermore, the exchange of a tenement-flat allocated by the council for a privately owned flat, have to be categorized as purchasing, too. The answer "Council-allocated dwelling built by the National Saving Bank; or council-allocated co-operative dwelling" should be underlined even if the right to purchase a privately owned flat was bought by the respondent's employer. The answer "dwelling exchange" can be accepted in cases of council-owned flats only, that is, if the given person exchanged his/her former dwelling of any legal status for his/her present council-owned flat.

Personal Questions


Question 6.

The so-called separated person whose marriage has not been dissolved by a final judgment is to be counted as married. A person whose former spouse died after the dissolution of the marriage is not to be counted as widowed but as being divorced.


Question 13.

For each person the highest grade reached in the primary (general) school and in the higher elementary school, respectively, should be registered. Further on, only those completed qualifications can be indicated which were obtained within the formal education system. Completed educational attainments are the following:
  • A certificate obtained upon the conclusion of full-time studies in an apprentice school,
  • A certificate obtained upon the conclusion of full-time studies in a vocational school,
  • The secondary school final exam certificate obtained in a grammar school or other secondary school; furthermore, the secondary school leaving certificates which were issued between 1974 and 1986,
  • A diploma or certificate obtained at a university, college or other third-level educational institution.
The following cannot be taken into consideration: qualifications given after a training-course, certificate of apprentice or vocational school obtained within the frame of adult education, specializations obtained at a third-level educational institutions after graduation (specializations in medicine, engineering, law etc.).

Certificates obtained in the Marxism-Leninism evening school can only be accepted in cases when the certificate is about specialization (equivalent to the diploma of non-university third-level education) and issued between 1958-1982.
