The general population census is a procedure in which all countries regularly participate. The purpose is to determine the number of inhabitants in each city, to know the demographics of the population according to age, profession, kind of activity, from the analysis of migrations, the composition and make-up of buildings and dwellings, etc. This information will be invaluable to the study of all demographic, economic and social problems at the national, regional, or local level.
Required by the mandate from April 28th, 1981 (Journal Official from April 30th, 1981), the general census from 1982, the 31st since 1801 is obligatory for all people residing in France.
The law on the privacy of statistics guarantees that the individual information appearing on the questionnaires of the census will be used only for statistical ends. These questionnaires belong to the Institute of Statistics and Economic Studies (I.N.S.E.E.). It is forbidden to make copies under penalty of the sanctions laid out in article 44 of mandate 78-17 from January 6th, 1978 (see the explanatory notice).
You will first fill out the present form by beginning with pages 2 and 3 (list of people living in the dwelling), then by continuing on page 4 (composition and make-up of the dwelling). Then, for each of the people recorded in list A on page 2, you will fill out an individual form (form number 2).
Before answering a question, read the instructions appearing on the forms. When these instructions are not sufficient in order to answer a particular situation, refer to the explicative note. In case of difficulty, ask the census agent.
By following these recommendations and by following the instructions which will be provided for you by the census agent, you will facilitate the work of the I.N.S.E.E. who thanks you.

List of people living in the dwelling
Each person normally living in the dwelling, even if he/she is absent at the time of the census, must be recorded in list A or list B below. Don't forget young infants.
Note. If you have a secondary residence (for example a country house or vacation house), you shouldn't fill out lists A or B below except for your main residence.
Record below the people living in the dwelling including people traveling on business or for pleasure, sick people staying in the hospital or a clinic, fishermen at sea, people navigating planes and ships.
Do not include people listed in the heading of list B on the opposite side of the page. (Read this heading before filling out list A)
If you are housing housekeepers, apprentices or salaried workers who are in your service at your house, record them below (list A).
If you have boarders (or children) living in your home, record them under your subletters (or people whom you are hosting). Always, if these subletters (or hosted people) are living in totally independent rooms, meaning that there is access to the exterior, either directly or through shared spaces in the building (stairway, vestibule, etc.), for example, a maid's bedroom entirely separated from the main dwelling. You must conside these independent rooms as forming a distinct dwelling, for which a distinct dwelling form must be made. In this case, do not record the subletters in the list below and do not count the rooms they occupy in the make-up of the dwelling (page 4).

-Children placed in a boarding school. Students living elsewhere during the academic year (except for children and students placed in an institution outside of mainland France, who should be recorded in list A);
-Children placed with a nanny somewhere else;
-Sick people in a sanatorium, preventorium;
-Elderly or handicapped placed in a retirement home or specialized institution, people undergoing treatment in a psychiatric hospital;
-Other people being absent for a long time (more than 6 months).
Do not fill out any individual form for people on list B (their forms will be made in the place where they are currently living)
