Explanations for the house and building forms

Please observe the following:

The findings of the house and dwelling census have great meaning for the administration, industry, and research. The census can however only then be successful when you complete the house and building form truthfully and completely. The answers are completely confidential and used only for statistical purposes.


1. General

In the census, the following should be included:

1. All houses supplied with a house number (orientation or conscription number), regardless if occupied or not.
2. Houses without a house number, as long as they are approved for living or business purposes.
3. Other buildings without a house number, as long as these are permanently/constantly occupied.

For every house, an individual "dwelling form" (B/1. and, for every building belonging to it, a "building form" B/2) should be completed, namely:

a) for houses with three or more dwellings (for row house constructions, census form A should be used.);
b) for houses with non-agricultural and forest-industrial business buildings and public buildings with a finished property of more than 20sq.m. From these are also not included as business buildings, when they serve solely for the train company, as long as they do not contain dwellings. Houses that serve military purposes should only be described when a dwelling lies therein;
c) for residential buildings with 1 or 2 dwellings, but with 2 or more non-agricultural and forest-industrial business sites outsides of the dwelling.

House form B/1 and building form B/2 should be completed by the house owner or their authorized representatives.

2. Guidance for the completion of the house and building forms

2. Any part of the building should be interpreted as a staircase, when dwellings and business sites can enter through a common staircase.
4. With houses that contain free-hold flats, "one or more private persons as co-owners" should be marked.
5. Stateless persons are considered here as foreigners.
6. Rent increases should be noted, which are allowed through the notification of the responsible court of arbitration or through the resolution of the ordinary courts [Außerstreitgerichtes].
7. If the house is only a part of a larger residential complex on a common property, then the portion of the property area for the house should be given. With agricultural or forest-industrial estates with more than 2 dwellings, if possible the quoted area of the construction space in the land registry should be noted.
8. Every type of use should be given, which serves the relatively greater portion of the total unfinished area of the property.
10. Parking places include those unfinished or supplied with protective roofs and not the public traffic-serving area within the house property (plot).
11. Under "public water line", the water supply through communities, water associations, and water cooperatives should be given.
12. For businesses, in which the dwelling sewage as well as the business sewage drain off, the predominant form of drainage should be given.
13. In the situation of the whole building being rebuilt or completely renovated buildings, the year of the reconstruction or renovation should be given. If the exact year of construction is unknown, then the estimated year of construction should be given (e.g. before 1870).
15. The finished area is the enclosed are from the outside walls of the building, measured in the terrain altitude. The courtyard and garden areas, as well as canopies, should not be included. Not to be subtracted are the areas of recesses, enclosure walls, loggias, passageways and arcades.
16. On this occasion, the related material for the foundation and cellar should not be taken into account.
17. Roof terrace level, as well as levels such as the "High parterre", Mezzanine, half floor, etc., should be counted as individual floors.
18. Elevators (for people) also include registered freight elevators for use by people.

28. The total floor space of the dwelling remains the sum of the area of all living quarters, kitchens and adjoining rooms, open balconies, stairs and terraces, as well as cellar and attic rooms, if they are not furnished for living should be disregarded from the calculation of the usable area.
29. Living, sleep and children's rooms are included as living quarters, as long as the usable area amounts to at least 4 sq.m.; kitchen-living rooms and adjoining rooms like a foyer, hall, bathroom, boxroom, pantry, veranda and similar are not to be counted as living quarters.
Count guest rooms - as long as they are not determined as a commercial hostel [Fremdenbeherbung] - as living quarters.
30. A kitchen is an individual room, a kitchenette is a part of a room, which is used predominantly for the preparation of food and in connection therewith standing work. A "kitchen-living room" is a kitchen by rule, but also has a particular organization for living purposes. "Garden use", "PKW-garage", or a "PKW space" can only therefore be there when it concerns a legally secured use in the housing complex through ownership or a contract (Rent, Use [Nutzung]) (or rather in one facility belonging to the housing complex).
31. "Free-hold flat" should only be noted, when a contract on account of the "Dwelling ownership law 1948", or rather has the right to dwelling ownership. Please do not confuse a "free-hold flat" with "house ownership". The erected dwellings of the cooperative building community should be noted, according to the legal relationship, as a "free-hold flat" or as an "apartment". Under "other legal agreement" are also dwellings, which on account of a real right are used (usufruct, subservience [Dienstbarkeit] of the dwelling), cottage of estate reserved for use by parents [Ausgedingewohnungen] and dwellings in use on account of a Prekarium [lease agreement subject to early termination on the part of the renter] should be given.
Apartments are rented:

a) with the main rent according to the Rent law, with rental agreement according to section 2, paragraph 1, part "a" of the Rent law. Similarly dwellings fall under [this] with raised main rent according to section 7 of the Rent law;
b) according to another legal agreement, when the rental fee formation is subject to the agreements of the residential complex-reconstruction law, of the dwelling cooperative law and of the Rent Control Law;
c) according to free arrangement; concerning this all rental fee arrangements should be counted, with which the main rental fee cannot be arranged according to a legal rental fee regulation, as well as those rented dwellings according to the agreements of section-section 16 and 16a of the Rent law.

32. Second dwellings of weekend commuters at the work location, which are only used during work days, should be given as "occupied part-time". The same goes for dwellings, which are only occupied in the summer or winter or regularly on the weekends.
33. The dwelling cost is only given with those dwellings, with which "free-hold flat" or "apartment" was given in Question 31.
The sum of the rental fee, or rather the repayment rates of the loan, as well as the maintenance costs, business costs, and public taxes for the year 1970 should be given as the dwelling cost. Amounts for heating and garage costs should not be included.
34. Here only those rooms used for business should be cited, when part of the dwelling are used predominantly for business use. Rooms-to-let, which are rented without a legal business license (private rooms-to-let), should not be given as rooms for business use.
38. For the determination of the total usable area, the included furnishings are logically part of the calculation of the usable area of the dwelling (see Explanations for Question 28. The sum of the omitted area portions from the individual rooms must give the included total area of the business site.
Inn rooms should be included under "other rooms".
40. For the determination of the cost for the year 1970 are included logically the explanations for Question 33.

Explanations for the completion of the household list

Dear Head of Household,

1. Please list yourself in column 2 of the household list on the first line, and on the lines underneath list all other persons who belong to your household, as long as they live with you and manage a communal budget together with you, and also those persons who are temporarily absent on the day of the census. Within your household also belong persons who work for you and receive room and board, as well as possible family guests. Also subtenants, who take part predominantly in the household of the shelter provider [Unterstandsgeber], should be included in the household list; underage subtenants then also, when they do not receive board from the shelter provider [Unterstandsgeber]. Subtenants, who lead an individual household, must complete an individual household list. A household can also consist of a single person.

2. The deciding time for inclusion onto the household list is 1 a.m. in the morning (Census time) on the night of Wednesday, the twelfth of May, 1971 (census day). Persons who die before this time or were born after this time should not be included in the household list.

If there is any doubt include the following:

a) For persons with a city and a country (weekend) dwelling, the box in column 5 (for present) or in column 6 (for predominant absent) in each dwelling should be marked, in which you predominantly live. When you spend your time on the census day in the other of the two dwellings, the box in column 7 should be marked in the actual household list.

c) Pupils and Students under 21 years, who are separated from their parents (legal guardians) and live at the place of study in dorms or private quarters, should be noted on the household list of their parents (legal guardians). For those in the household of their parents (legal guardians), the box in column 5 should be marked for present, the box in column 6 of the household list for absent, the box in column 7 should be marked on the household list at the place of study. For students over 21 years, who live separately from their parents in dorms or private quarters at the place of study, the box in column 5 should be marked on the household list of their place of study for present, the box in column 6 for absent. On the household list of their parents, they should only then be noted, when they are present in their parents' dwelling on the census day; in this situation, the box in column 7 should then be marked.

d) For active duty guardsmen, every household, to which they belonged prior to their entrance into military duty (this is according to the rule of the household of the dependents), should mark the box in column 6 on the household list.

e) For patients, who predominantly live in hospitals, rest homes, or sanatoriums, and for the newborns, who are still located in the maternity ward, should mark the box in column 6 on the household list of their relatives.

g) Committed persons in retirement homes should not be included on the household list of their relatives.

Explanations for the completion of the person form

Due to the fact that the person forms will be read by electronic equipment, they must be carefully handled, and should not be creased or folded.

The majority of questions can be answered by marking the corresponding boxes on the person form. The marking should be done with pencil. For questions, which must be answered with words, look out for the dotted lines. Nothing should be written beyond the end of the line.

On every person form, the name of the person should be given at the top, for whom that form is completed, and the address (like on the household list).

For Question 1, residential community on May 12th, 1966: When you on May 12th, 1966, that is five years before, lived in the location of the same community, in which you now live, the box should be marked. If you lived at that time in the location of another community, then that should be noted on the dotted line. If at that time you lived abroad, the country should also be given. For children, who were born after May 12th, 1966, the question should not be answered.

For Question 2, permanent place of residence: The permanent place of residence should be the community noted above [at the top of the person form] according to the rule. In case of doubt, use the following:

The permanent place of residence of a person is the location at which you established in the provable, following intention or from the situation, to take there your permanent place of residence (section 66 JN.). At the same time it is insignificant, if the intention upon that is arranged to remain forever at that location in the future. It is enough that, at that time, the intention does not exist for the establishment of a place of residence in one location, to dwell only there predominantly, so for a more or less determined time (e.g. as a vacationer, for a business trip, as the charge of an institute, a guest, etc.), and that location is due to a further focus of legal circumstances, or rather of the economic, professional, or social ratification.

A prerequisite for the establishment of the "independent" permanent place of residence is the acquisition of the legal personal authorization [Eigenberechtigung]. Therefore, persons without personal authorization [Eigenberechtigung] (minors under 21 years, as long as they have not been released from fatherly control) should not be separated from the permanent residence of their parents (legal guardians). Students, who already have personal authorization [Eigenberechtigung], have their permanent residence at the location of their studies. For employed persons with multiple residences, in order to be able to answer the question concerning the permanent residence correctly, should decide, which of their residences they can describe justly as the center point of their life relations in the oberwähnten sense. A personally authorized, unmarried person therefore has, for example, their permanent residence at the place of employment, when they have a dwelling there (main or subtenant) and not only has a place to sleep within, but does not lead a different household in another location and thus places the place of employment as the center point of their life relations.

For Question 4, Place of birth: The current country or province borders are decisive for the answering of this question.


For Question 6, Marital status: The date of the marriage should only be given by married persons, namely for existing marriages.

For Question 8, Spoken language: For children, who cannot yet speak, and for mute persons, the spoken language should be included which is spoken in their family, or in default, spoken in their area.


For Question 12, Name of employer or type of the currently attended school: Persons, as long as they are students or employed as well, answer these and the following questions according to whether they marked themselves in Question 10 as "employed" or as "Pupil, student." Persons with multiple employers (e.g. operators) mark "multiple employers".


For Question 13, Address of work site or school: The question should also be answered by self-employed persons and assisting family relatives. Persons with alternating work locations (e.g. agents) mark "alternating work locations". If the work location (school) is located abroad, then the country should also be given.

Regulations concerning the deadline, secrecy [privacy], and duty to disclose information

1. The household list and the person forms should be completed according to the rules until May 14th, 1971, and according to the instructions, should be handed over to the community from the community of the appointed census organization or to the house owner or their legal representative.

2. It is up to the obliged person for completion, to also give the completed print sorts immediately to the community/ municipality (Magistrate, Magisterial district office) for acknowledgement of receipt. In this situation, the acknowledgement of receipt should be handed over to the census organization or house owner or their legal representative listed in place of the household list and the person forms.

3. All answer on the census forms will only be used for statistic purposes and fall under the privacy/ secrecy duty according to section 4 1. of the people's census law.

4. The residing or present persons in Austria are obliged to information conferral. The head of household is obliged to complete the household list and the person forms. If he is unable, then the household list and the person forms should be completed as much as possible by relatives, the dwelling occupant, co-tenants, the dwelling leaser or the house owner, in all cases also authorized persons.

5. The municipality can leave checking the completeness and correctness of the completion of the print sorts at the location and spot on the basis of personal documents.

6. Who is committed to complete the household list and the person forms or confer information, following nothing, or whoever deliberately gives untrue or incomplete answers, or whoever violates privacy [secrecy], is subject to the intended penal provisions in the people's census law.
